Moved by Mr. Stoutamire and carried that Ordinance no. 495 be passed on its first reading. Ordinance no. 495 wes now read the seoond and third time and passed after each reading upon the motion of h4r. Smith, seconded by Mr. Stoutamire. Elsewhere set out in these minutes is a copy of Ordinance no. 495. Oity Manager Hendrix was authorized to purchase X14;000 City oP Clearwater Ref. Bonds and X12,500.00 U. 3. Defense Bonds out of 'the monies of the Insurance Fund at a total ex- penditure of 24,290.80. A Resolution was now read to the :Board oreating a ReserQe Fund for Post-War Activities and transferring 15,000.00 to this Fund. D4oved by Mr. Lowe, seconded by r,ir. Smith and aarried that the Resolution be adopted. City Manager ' Hendrix was authorized to use the X15,000.00 in the purchase of U. S. DefenseBond$ A Resolution was now read approving the transfer of the bus franchise from D4. F. Hall to C. R. Wiclmtan. Pdoved by Mr. Smith, seoonded by 1,4r. Lowe and carried that the Resolution be adopted. The time of the next meeting was postponed. It is hereby declared to be the policy of the Gity of Clearwater that the City shall, wholly or in part, carry its own insurance risks in order to i effect savings on premiums l:cretofore paid to insurance companies. 2. A fund to be knows as the Insurance Reserve Fund of th® City of Clearwater is hereby established. The City Manager is hereby directed to transfer ?25y000 to the credit of said Fund immediately, said money to be transferred from surplus profits of the Gas and Water Department. And the City Manager is further direoted to request authority from the City Commission for the transfer of addition- s al money to said Fund, from time to time, as needed. j 3. The Insurance Reserve Fund shall be deposited in some bank or banks in Clearwater, and shall be kept entirely separate and distinct Prom all other ' funds belonging to the City. Tha City Manager shall have authority too make with- ' drawals from the Insurance Reserve Fund, but every such withdrawal shall first be ' authorized in writing as hereinafter set forth. Surplus monies in the Insurance ' Reserve Fund may be invested in United States Government bonds or in bonds of the 1 I ' City of Clearwater; but all such bonds shall be kept entirely separate f rorn all other securities owned by the City and shall be distinctly ear-marked as belonging to the t Insurance Reserve Fund. A fund to be knows as the In�urance Reserve Fund of the City of Glearwater is hereby established.
