Mr. C. F. Smith end a Mr. Burkhard appeared before the board relative to a
drainage dithh across the letters property in the BeLnont section. Mayor Seavy
informed Mr. Burkhard that the City would have to work in conjuration with the
County in regard to any ditches or drains that would effect his property, and that
the matter would be looked intoi' '

City Marage? read a letter wigned by Harold E. Robinson, Horace Carson, and
Monxoe J'onea ,asking for a more exteaded recreation program for the ne?roes in
Clearwater, The Commission said they were sympathetic to such a program and would
do what they could to helps but made no definite oommittments,
?.?Aoting on a letter from Mrs, nary Crown ,Secretary, of the Defense Recreation
Board, it was moved by Mr. Smith seconded by Mr. Stoutamire and carried that
a new agreement with Mr. Voter be approved whereby he would race ve for the use

tax credit and X59.00 to be paid by the City out of the Lanham Act Funde?, receiv8d
by the City.
Moved by Mr. Lowe seconded by Mr. Stoutamire and carried that a X25,000.00
transfer from the Gas & Water Fund to the General Fund be approved.

My Dear Sirs:
We represent a group of men who are interested in Negro recreation
in the City of Clearwater. We feel that we have a right to be so because
we have dealt with recreation here either directly or indirectly since 1936.
We have found that recreation is helpful to this city at large for
the following reasons:
1. It causes a decrease in crime because it provides a worthy use
'of leisure time. This is especially true now because Eastern ~ar time
gives everyone more leisure time.

2. It provides adequate helpful tra:ining for a large number of our
Negro citizens both young and old, because playi.ng various types of games
teaches one to respect rules. (Law, order and the rights of others.)
3. It provides an opportlUlity for a helpful development pllysically
for the citizens who participate.
4. It provides recreation for children after school hours. '1his
is especially true of Negro families, because a large per:cent of them
are away from home until late afternoon.
These and many others are the reasons why we believe recreation is
essential to the progress of the Negroes of the City of' Clearwater. And
since this is true, we honestly believe that you, the City Comndssioners
will indorse such a program.
We have found that recreation is not self supporting because the
paid attendence is not enough to pay even a part of the expenses. This
was true wren we had night ~ames, wtich is doubly true now that night
play has been eliminated. n fact we do not agree with paid attandence
because it does not cover- enough participants. In other words it does
not provide an opportunity for the less capable players to participate.
For the above reasons we ask that an annual appropriation be set aside
for Negro recreation in Clearwater.

appropriation is to be based for 1943.

Renovation of the Negro park grounds.
The upkeep of the park grounds.
The construction of two asphault tennis courts on the park
grounds, and th~ completion of the court on the high school
campus. (The school court will add space for larger after-
noon participation.)
Completion^of the field house. (Reduction in size and com-
pletion of building.)
Materials; Softball, tennis, pingpong, and checkers.

The Defense Recreation Board, acting on behalf of the City in
administering the Lanham Act Funds donated by the Federal Government to
the Defense Recreation Program in Clearwater, are negotiating a lease for
the building now and for the past twelve months occupied by the Service
Men's LOIDlge at 410 Cleveland St. and owned by Chas. Vater.

Eldridge property has 25 feet frontage and the Vater property has 50 reet
frontage. The Lanham Act petition further provided that Mr. Vater would
receive a proportionate amount for his building that Mrs. Eldridge received
for hers, the ~~4l.00 per month being paid by an adjustment on taxes and
the balance in cash of $59.00 to be paid by the City out of the said Lanham
Aot Funds received by the City.
Knowing that the now existing agreement with the City of Clearwater
does not per'nIi t 1\1r. Vater' to recei va any cash for his building and also
recei ve the benefit of that cel"'tain tax adjustment which has been all the
remuneration that 1ir. Vater has received for the past twelve months and
which Vias set up as the City's contribution to the rent under the Lanham
Act Petition and knowing that it 1s fnir for ~:r. Vater a.nd Nrs. Eldridge
to receive proportionate amounts for their respective buildings, which in
reality is a very nominal amount for them and little more than enough to
cover their insurance, this then is to petition the Honorable City Commission
to approve e. new agreement wi th Ur. Va.ter on tl-~e now existing tax adjust-
ment allowing him to receive from the City of Clearwater the agreed.amount
rrom the Lanham Act Funds as well as tte benefit of the said Tax agreement.
It is further provided in the said Lanham Act Petition that due
to the fact that certain repairs and ctanges are necessary in both of the
buildings that the respecti ve owners of the buildings deliver' them wi th
the repairs and changes completed and their rent be adjusted for that
purpose.

And the said Lessee covenants with the said Lesscir to pay the
said rent in t'welve payments of F'ifty Two Dollars (~;'52.00) each on ~he
first day of each and every month for the said ter'Ill, the first payment
to be made on the first day o:f April, 1943; to make no unlawful, improper
or offensive use of the premises, not to assign this lease or to su~let
any part of said premises without the written consent of the Lessor, and
to quit and deliver up said premises at the end of said term in as good
condition as they are now (ordinary wear and decay and damage by the
elements only excepted). And the said Lessee hereby covenants and agrees
that if default shall be made in the payment of the rent as aforesaid, or
if tile said Lessee shall violate any of the covenants of this ~ease, then
said Lessee shall become tenant at surferance, hereby waiving all right
of notice, and the Lessor shall be entitled immediately to re-enter and
re-take possesnio:u of the c10:':lised premises.
It is lmderstood that the Lessee, City of Clearwater, expects
to pay the rental out of f'unds received or to be received from the
Federal Government under the Lanham Act, and that the leased premises
are to be used for the entertainment of men in the Military service.
The Lessee s11all not be Ii-able for payment of rental out of any funds
other than those received from the Federal Government under the Lanham
Act.

We represent a group of inen ��ho are inte�ested iri Negro recreation
in the �ity of,C7.ea�:water, l°le foel that we have a right to be so because
we have de�lt with recreation here either diractly or xndirectly since 1936.
We have �ound that recreation is helpful to this city �t large for
the follov�in� reasons:
le .It causes a decrease in crime because i1: provides a worthy use
of leisure time, This is especially true now because E'astern 1"�ar time
g�ves everyone mQre leisure time.
?_, It provid�s adequate helpful training for a large number of o-ar
IQegro citize�ls both 3*oung and old, because pla�ing various types of games
teaches one to respect rules. (La�v, order and the �i�rts of others.;
3, It provides an �pportunit� f'or a helpful development physieally
for the citizens v.ho participate.
1{,. It provides recre�tion for children after schaol hours, �.'1�is
is especially true of Negra fa,milies, because a large perccen.t of them
are av�a,y from home until late afternoon.
These and many others are the reasons why we believe recreation ia
essential to the progress of the Plegroes of tre Citg Ai' Glearvrater. And
since this is true, vre hor_estl3r belisve that you, the City Commissioners
�vi11 inclorse s�sch a progr�m.
1Ve have found that recreation is not seTf sunporting because the
paid attendence 3.s�not enough �o pay even a part of t�e expenses. This
was true w1;en we had night �ames, �i22ich is doubly true now that night
plag has been elimin.ated. n iact we do not a�ree with paid attexidence
because it does not cover enou�h participants. In other j�ords it does
not provide an opportun.ity for the ],ess capable players to participate,
For the above reasons tive ask that an annual appropriation be sEt aside
ior IJegro recreation in Clearv�ater,
�"Je therefor•e submit the follov�in� tenta�tive plans upon w�ich the
appropriation is to be based for 191�3.
l. Renovatibn of t�e Negro park grounds.
2, The upkeep oi the park �rounds.
3. The constrL,ction of tvro aspnault ten.nis courts on the park
grounds, and tn� coidpletion of the court on the higli school
cam�,uss (The school court will add space for larger after-
noon participatioiz,)
J�.. Gompletion�of the field house. (Aeduction in size and com-
pletion oi building.)

The Defense Recreation Board, acting on behalf of the Cit� in
administering the Zanham Act �.inds donateci by the Federal Government to
the Defenae Recreat3on Pr'ogram in Cle�r�rater, are negot3ating a lease for
the building now and for the past ttivelve months occupied by the Service
IVien�s T�ounge at 1}10 Gleveland St. and owned by Chas. Vater.
The F�anllam �ct pe��.tion v�as set up on a basis of paying Mrs.
Eldridge 5�50.00 per month renta� for tlie building east of and adjoining
the said Vater property to be usEd es an enlargement to the T�ounge. The

Eldridge property haw 25 feet frnntago and the Vater propert� has 50 feet
frontage. The Lanhani Act pet3tiori further provided that Mr. Vater wou].d
receive a proport3onate amoun� far his lauilding that n�rs. Elcir3dge rece3vod
for hers� the ��L�.]..00 per month being �aid by an acljustment on 1;ar,es and
the balance in casi, of �59.00 to "be paid by the City out of �he eaid EAnham
Act F'�znds recsived by the City.
I�iowing that the no�� existing a�reement �vith �he City of Clearwatei
does not permit I:'[r. Va�er �o receive any cash for his Uuildix�; and slso
raceive the bene�it of that caitain tax adjustment rvhich has be9n all the
remuneration that h",r. Vater has received .for the past �walve mon�the and
w�ich was set up as the Citgts contribut3,or to the rent under tl2e I�anham:
Act pe�i�ion and ]mowing tllat it is fair for s.4r. 'Vat;er ana Mrs� Eldridge
' to reoeive proportionate am�unts for �heir respec�ive buildings, whicll in
reality is a very nominal amounL for them and little more than enough to
cover their insur-ance, this tren is to petition the Honorable City Commission
to approve a nerv a�reement with I�r. Vater on the notv existin; tax ad�ust-
ment al].owing him to reeeive i'rom the City of Clearv:ater tho agreed,amoun.t
from the Lanham Act Funds as welT as the benefit of the said Tax agresment.,
It is further provided in the ss,id Lan..ham Act PRtiti�n that due
to tne,fact tnaL certain repairs and chan�;e� are necessary in both of the
buildings that the rPspectiye oevners of �ne build:in�s de�.aver them lvith
t12e repairs and chan�e.j completed and t7,ieir rent be adjusi:ed for that
purpose.
