Dicus appeared before the Board relative to xh~xtixx the Junior Chamber allowing the
use of their Club-house on the beach by the U. S. Coast Guard at a rental of
$100.00 per mQnth. It was brought out that the Junior Chamber WOllld not be able to
use the Club-house until after the duration of the war because so many of its
members had entered the services:, also thRt the above mentioned rental would be
used to apply on the mortgage on the premises..}~r. E. B. Casler Jr. re~resenting
W. E. Jones ovmer of the Coronado Hotel where the Coast Guard Illen are now quartered
stated to the Board that the Coronado Hotel would be seriously inconvenienced if
the Coast Guard "should take over the Beach Club House. l!T In answer to ~uestions
~ut by Mr. Jesse ~. Smith it was brought out that tNKXXX the City of Clearwnter
through the City Commission or otherwise hRd no pa~t in originating the ~~
COast Guard--Beach Club plam, but that the idea originated from the Coast Guard.
City Manager Hendrix now read to the Board the bids on two l~ ton Chevrolet
trucks for Street and Sanitary Department. It appeared that due to goverrnnent
regulations other makes of trufks could not be included.

Hayor -Seavy said he had received several complaints against two Clearwater Liquor
stores maintaining B drunk parlor in the rear of their businesses, and warned that
the City Commission would soon take action if such places did not change their
methods.

ORDINANCE NO. 493
WHEREAS the successful prosecution of the war in which our country is now
engaged requires prompt compliance by our citizens with all lawful orders issued
by military c01l1manders in this area; and
VffiEREAS the commandinr, general of the Eastern Defense Command has issued
a certain order dated November 23rd, 1942, establishing a dim-out in certain
coastal areas, including Clearwater, and the Commanding General of the Fourth
Service Command has issued certain dim-out regulations being effective as of
November 30th~ 1942;
NOW, THEREFORE, BE IT ORDAINED I3Y U:E CITY Cm.nlISSION OF 'TIlE CITY OF
CLEARWATER, ~~ORIDA:
1. It shall be unlawful for any person to violate any of the provisions
in that certain order issued by the cOlmnanding general of the Eastern Defense
Command dated November 23rd, 1942, establishing a dim-out in the area of Which
Clearwater is a part, and it shall be unlawful for any person to violate any
order or orders that may be hereafter issued by the Commanding General of the
Eastern Defense Command relating to the establishment of the dim-out in the
coastal area of which Clearwa ter is a part.
2. It shall be unlawful for any person to violate any of the dim-out
regulations issued by the Comrr.andine General of the F'ourth Service Command eff-
ective November 30th, 1942, relating to the coastal area of which Clearwater is
a part, and it shall be unlawful for any person to violate any future dim-out
regulations that may be issued by the Commanding General of the Fourth Service
Command relating tc the establiahment of the dim-out in the coastal area of
which Clearwater is a part.
3. This is hereby declared to be an emergency ordinance, and it shall
take effect immediately upon its passaGe and adoption by the City Corr~ission
of the City of Clearwater" Florida, and shall remain in effect for the duration
of the present war.
4. Any person violating the terms of this ordinance shall be punished
by a fine not to exceed One Hundred Dollars ($100.00) or thirty (30) days in
jail, or may be pUnished by both fine and imprisonment, in the discretion of the
Court. '
5. All ordinances or parts. of ordinances in conflict herewith be and the
same are hereby repealed.
This' ordinance passed and adopted by the C1 ty Commission of the City of
Clearwater, Florida:
