The City Co~t1isslon of the City or Clearwater. Florida met in
regular session August 17, 19J.2 at 8:00 P. U. in the City Hall with the
following members present:

The meeting was duly called to order by Mayor Seavy and the
minutes of the previous meeting were read and approved.
Mayor Seavy explained that one of the main purposes of the
meeting was to work out ruled and regulations relative to the sale of
liquor, beer. and wine in Clearwater, that would be satisfactory to the

armed forces. Colonel Lindley, COmrnanaa~~ ~f Air Forces in the Clearwater
Area was present and gave a short talk on what rules he thought would be
best. county Sherifr Todd Tucker stated that he would co-operate with the
army as much as possible in those areas outside the City Limits.
City Manager Hendrix read a telegram from John Hatz, operator
of the park Inn, asking that the City forbid the sale of liquor, heer and
wine on Sunday.
Mayor Seavy said that in his opinion the best way to handle the
situation was for the liquor, beer, end wine dealers to establish ru~es
themselves suitable to Colonel Lindley.
The dealers at this time retired for a discussion on the matter
and soon after reported through Oscar Loerfler that the following rules
would be satisfactory to them:
RULES AND
REGULATIONS
This place of business is owned and operated by patriotic Americans
who are willil)g and anxious to do their bit to help win the war. To that end
we pledge ourselved to cooperate with military authorities by striotly observing
the followin6 rules and regulati ons coverine the sale and consumpti on of liquor,
beer,and wine:
1. No liquor will be sold to anyone between midnight and 8 A. M.,
and no liquor will be sold to anyone on sunday. Nor will the consumption of
liquor be permitted on these premises between midnight and 8 A. M., or on
sundays.

holidays, except to men who have passes showing that they are not
on duty, and except beer and wine may be sold on Sunday beginning
12 O'clock noon.
5. No liquor, beer or wine will be sold at any time to
any person wh6 is intoxicated, and no intoxicated person will be per-
mi tted to remain on these prer:lises.

Colonel Lindley said he thought the rules as set out would be
satisfactory and expressed his appreciation of the interest and consider-
ation the City COInrllission had taken in the matter.
Mayor Seavy complimented the dealers in establishi.ng the r\.lles.
and asked them. to put the rules into effect as soon as possibel.
In answer to questions from Jesse G. Smith, Colonel Lindley said
that the ~rive against prostitutes in this area was proceeding in good
order but that he would. like to ur~e all drink~ng places to free themselves
as much as possible of these people.
There being no fHrther business to come before t~e Board the meet-
lng was adjourned.
