regular session July 6th, 1942 at 8 P. M. in the auditorium ot the City
Hall with the following members present:

Complying with the request of the letter dated July )rd.,
addressed to me and signed by commissioner D. C. smith, to make
a report to the,Clty commission at its next meeting showing
oontraots in whioh city commissioners have been interested, and the
wnounts paid over a perion of the past several months, either
direotly or indirectly.
The City does not have any written contracts with any of
the commissioners. \ve have a verbal oontract with Lowe's sandwich.
Shop to furnish meals to the inmates of the jail at a price of
.twenty-eight cents per meal. This was awarded to Mr. Lowe beoahse
he is furnishing meals cheaper that they can be purchased elsewhere.
The Dixie Diner agreed to furnish meals at thirty oeBts per
meal; _the Dutch Kitchen agreed to furnish mhem at the rete of thirty-
two oents per meal.

All purchases of materials and services have been at all
t~es purchased on the competitive basis, and with the sole ~urpose
in mind of operating as economically as possible.

It was the opinion of the Mayor, commissioners and city
Attprney that the oharter was not being violated and that City
purchases of any size were made from the lowest bidder.
Mayor Seavy said the Cit,y Manager was to be oomplimented
1n estimating the city's income f~r the fiscal year just ended, and
in keeping all the 8xpenditures of the varf6us departments within.
their respective budgets. It appeared that there were no over~rawn
1t~s on the final operating statement. Th~ mayor-alSO expressed
sat~,sfaction that the Gas Appliance departmnt had been able to llLose the
year'with a profit.
