TIm MINUTES OF THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA:
The City Commission of the City of Olearwater, Florida met in
regular session May 18, 19~2 at 7:)0 p. M. in the auditorium of ,the
City Hall with the following members present:

The minutes of the previous meeting were approved as read.
City ~ager Hendrix now read to the Board a letter frOm
Mr. C. K. Braokett relative to the adoption of 'the vity Budget tor
the fisoal year beginning JUly,l, 1942. The general tone of the
letter being to out expenses as low as possible. This letter is on
file with the ~ity Ulerk. Moved by desse G. Smith, seconded by
, Sumner R. Lowe and oarried that the letter be filed as information.

Mr. John S. Wells told the Commission every ef~ort 'should be made to
out expense,s.

Mr. Hend~ix also read a letter trom the Exeoutive Committee
of the Cl~arwater Ohamber ot Commeroe, relative to the bus system,
and, being in the nature of a final repoDt of' their work to~rd se-'
ouring a bus system for Clearwater. Commissioner Jesse G. Smith
said the Comndttee had worked hard, espeoially Mr. Turnburke, and
that in his opinion we would not have buses today had it not been tor,
t4eir oontinuous eff"ort. Mayor S,eavy asked City Attorney Ralph
B10hards to prepare a resolution oommending the work of the Committee.
Below 1s set out the above mentioned letter, also letter to ~r. H. M.

On Maroh 28, 19~2 the Exeoutive Committee of the Chamber of Commeroe sub-
mdtted a report to you whioh transmitted all the information compiled to
that date by the Committee regarding the establishment of a looal bus
system. That report'outlined the possibilities of obtaining buses from
various souroes, and advised you that the Co~ttee had suooeeded in inter-
esting M. F. Hall of this oity in the operation of a bus s~stem in this
area and that he was ready to oonfe~ with oity 6ffio~als on the subjeot.
The Committee also stated in tts report that it would oontinue its etforts
in this matter 'With a view 'to bringing about the establishment Of 'a:looal
bus system to meet the needs of the peop~e of this ornnmunity aS,a ~esult
of the 'tire shortage and the rationing of gasoline. .',

On Maroh 30, 1942, the Committee assisted JUr. Hall in drafting his
general proposal of that date to the Board of City Commissioners, ou~-
lining the general terms and oonditions under which he would be willing
to operate a bus system. Your Board later granted ~r. Hall a franchise
based on this proposal.
On April 9, 1942, Mr. Hall announoed that he was unable to seoure the
busses to whioh he had re~erred 1n his proposal of March 30, and on April
21, 19~2, he announoed the purohase of two new trucks whioh he proposed
to convert into buses. The work on the first Qf these trucks is now in
progress.
This oommittee felt that further efforts ,should be made to secure the
buses which .Mr. Hall orginally thought he could obtain, and a member of
this committee, together with Fred J. Lee~ our secretary oonferred
several times with Norman P. Smith, Pre41dent of the Tampa Transit ~ines,
with a view to securing buses from that company for the 0learwater system.
wr. Smith's absenoe from Tampa for a considerable length of time unavoidably
delayed the olosing of these negotiations, but on ~ay 11, 1942, he addressed
a letter to H. M. Turnburke, President of the Clearwater Chamber of Commerce,
a copy of which letter is attached hereto, in which he agreed to sell three
or four buses for the use of the Clearwater bus SY8t~.
The committee then nottied Mr. tisl1 immediately that he could .ob~ai~ the buses,
and accompied by ~r. Lee, went to Tampa and purchased two buses rrom the
Tampa Transit Lines. The follo~ing day the committee obtained information for
Mr. Hall regarding the requirements for his pbtaining tires' and conferred with
the looal tire rationing board and also telephoned officials in Tallahassee and
Jacksonville, Mr. Hali was finally given permission to purchase new tires for
the buses, and these have been d~livered and ~nstalled ,thereon.
For the further iuformation to your Board, and for possible future rererence,
there ,is also attached hereto oopy of letter dated Way 2, 1942, from the
Lewisburg Eus L1nes, Inc.) Nashville, Tennessee, in which i~ 1s stated that
this concern will sell a 2l-passanger bus in good mechanical condition for
$1,000.00, a picture of the bus being attached. The committee obtained this
information by writing to a number of bus companies in Florida, Georgia,
Alabama, Kentucky, and Tennessee, and making inquiry as t~ buses available
tor sale. The committee also has obtained information that new Ford buses
may b,e obtained at this ti,me for approximately $6,200.00 each.
It the city officials desire the further assistance of this Gommittee in
oonnection with any pbases of the bus system, the Committee will be glad to
devote its be,st eft'orts to the matt er.

not allow a oity to have a nuisance at out back door, espe~ially
in our down town distriot. I cannot understand why'Clear-water
does not have an ordinance for taking care of these matters. I
suppose if I should live on this property and keep cows and pigs,
it would be all the same to your Building inspeotor. Sometime I
am gcine to write an artiole for one of our papers, telling them
what Clearwater does for its property owners.

the chiokens you referred to have been checked from time to time,
and I have been unable to find any sensible reason for these
Chiokens to be removed~ I understand the situation and have been
governed by my knowledge of same. However, if the oomplai nante
will file B oharge, and appear in court against the owner of said
ohiokens, and ~an prove that it is a nuisance, is the onlY wa~
that this oan be handled.

The City Attorney informed the Co~ssion that it
was le&a1 to add $1.00 to Police Court Fines, the $1.00 to
go into a retirement fund for policemen ~ '.
Mayor Seavy appointed the Cit,y Danager, City Attorney and
Chief of Police as a Committee to work out a tentative ordinance
co~erln8 suoh a retirement plan and present to the Commission.
Mayor Seavy said the different departments of the City
had done a good job staying within the present budget, and that
although the Commission had adopted a $185,000.00 pperating budget,
not $1.00 was to be spent unless necessary.
There being no further business to come before the
Board the meeting was adjourned.
