The meeting was duly called to order by Mayor Seavy and tbe
minutes of the previous meeting were read and approved.
City Uanager Hendrix now read a letter from Helen F. Weber
relative to purchase by B. H. Urschel of Blook in Del Oro Groves
adjoining on the North the traot heretofore purohased by 11r. Ursohel.
The City Commission were agreeable to the o~fer with exception the
City would not ~urnish an abstraot of the property. Below is set out
the above mentioned letter:.

of title and, in event title proves defeotive, and

Mr. Hendrix now read a letter frOUl Mary S. Morrow relative to
the abatement of City taxes on her property at Southeast Corner of
Intersection of Bay Avenue and Magnolia Drive now being used by the
Red Cross. It appeared that City taxes amounted to $627.00 and County
taxes to $522.46 ~ a total tax of '1,149.46. The Commission decided to

forego' any aotion for the time being. Below is set out the above mentioned

The only stipulation I have made is
that should the property, whioh is for sale, be Bold during
this period of occupancy by the Upper Pinellas Chapter of
the American Red CroBs, they would vacate in thirty days.

D. c. smith brought up the matter of adding an extra $1.00 to
each Police Court fine; the money thus oolleoted to go into the Police-
men's Pension Fund. Mayor Seavy requested City Attorney Ralph Riohards
to gather any information and data he could on such an action and present
it to the Commission in the near future.

City Attorney Ralph Richards now read to the Board a Resolution
settln~ forth the proposed operating Budget for the fisoal year beginning
July 1, 1942 and ending June 30, 1943. CommiRsioner Jesse G. Smith said
it appeared that the City MansBer had cut the Budget wherever at the
present time it seemed advisable and that the City Manager was cutting
expenses at-every opportunity. Mr. Smith further stated that the
Commission was greatly handicapped in adopting a budget due to such
abnormal times and that future clrcwnstances might make it neoessary to
further out the proposed budget by combining departments, and eleminating
all unnecessary services. Mr. Sm.ith said he hoped the general public would
realiee thet the $1500,0.00 emergency Item set up in the Budget would only
be used in thoBe oases or unusual dwnage or loss due to hurricanes.

Mr. D. C. Smith brought up the question of autting the
Building Inspector's BudBet and effecting savings in the, Appliance
Sales Depart~ent. It wan brought out by other members of the
Commission that the Building Inspector was re-assessing all the
buildings in the City at the present,and that such work was very
much needed. Mr. Seavy told w.r. . Smith that'the City Manager had
already. made some new plans for the Appliance department. which he
beleived.wo~~d be satisfactory.
Moved by Jesse G. Smith, seconded,~y Dan L. Stoutamire
that the Resolution settinL forth the proposed budget be adopted.
Voting yes on. the motion were: Jesse G. Smith, Dan L. Stoutamire
and Geo. R. Seavy. Votinb no: D. C. Smith. :Motion'carried.

mills upon all property within the City, not exempt from taxation
by law, shall be necessary to raise the said sums appropriated for
operating purposes, and the said rate of millage is hereby assessed
on all real and persona~ property upon said tax assessment roll not
exempted by law from taxation.
Third; That it is hereby dete:rmined that t'he following
rates of millage sha11 be neaessary t6 raise the necessary sums for
debt service on the City's outstanding bonded indebtedness, and said
rates of millage are hereby assessed against the property inaluded in
said tax assessment roll, as follows:

hearing upon said intended tax levy, and the City Audttor and Clerk
is nereb~ required to publish a notice ~f such public hearing,
setting rorth the time and place aroresaid for holding such meeting,
together with the proposed budget and tax levy as herein set forth;
arid uri+ess surficient objections shall be made at 'the time and plaae
stated in said notice, said 'budget and tax levy shall stand ~or the
risoal year beginning July lsy, 1942, and ending June 30th, 1943.
