The meeting \'Jas duly colled to order by Hayor Seavy, after
which the minutes of the two previous meetings' were approved as read.
Mr. J. ~. Satterfield, httorney ror J. William Irion appeured
before the Board in reGard to securing for Mr. Irion a license to operate
"a Jook Organ in his place of business on Cleveland ~treet. Mr. Satter-
field contended that the license charge of $200.00 set by Ordinance #465
was unreasonable and unfair, and submitted to the Board a draft of a
new ordinance to take tpe place of Ordinance #465.

Several persons appeared before the Board to protest any action

Mr. F. J. COIllerford, orficer of the Red Cross organization
reported that the ~Ocal organization was in dire need of & new place of
operations and that the place would have to meet ce:rt~liIl recluirements
of the national ,organization, us to sanitation eta. It appeared that
the main progrrum of the Red Cross at present is the oaking of Surgical
Bandages, and that Clearwuter Chapter could not participate in such
a progranl due to lack of proper ~eeting facilities. It appeared that
Mr. Comerford had Bsked the City Manaeer, Directol' of" Hecreation, and the
Chamber of c.:oI!lnleroe to help the Red Gross secure a proper location.
liIayor Senvy explained to those present that if after canvas no
other suitable place could be found he would recomend to the City Commiss-
ion that the Community Builetin€ be turned over to the Hed Cross.
Mr. Hichards now read to the Board Ordiance to be known as Ordiu-

Bureau of' the Fire prevention, shall assist the Inspectors in the
investigati on of any fire \~hich, in their opinion, is of suspicious

Section 10. It shull be tIle duty of the GhiE:3f of the ]~ire
Department to require teachers of public, private Gnd parochial schools
. and eduoational institutions to have one fire drill each month and to
keep all doors and exits unlocked during school hours.
Section 11. 1111e Chief of the Fire Department shall keep,
in the office of tho Bureau of fire Prevention, a record of all fires and
of the facts concerning s~le, includinc statistics as to the extent of
such fires and'.the dnnage caased thereby"an<1 whether such losses were
covered by insurance, and if so, in \'Ilia t alI10unt.. Ouch record shall be
made daily from the reports made by the Inspectwrs under the provision
61" this ordinance. All such records shall be public.

or who shall violate or fail to oompJ.y with any order or regulation
made thereunder, or who shall build in violation of any detuiled
statement of specifications or plans submitted and approved there-
under, or any certificcte or gerIllt mssued thereunder, shall sever-
ally for each and ever~r such violati on ;.nd noncompliance respcetive-
ly, forfei t und pay a penal ty not to eX,ceed the sum 01' twenty-five
dollars. ~lle i~position of one penalty for any violation or this
ordinance shall not excuse the violati OIl'1 01' permi tit to continu~;
and all such persons shall be required to correot or remedy such
viola~ions or defects within a reasonable time; and wben not other-
wise sped1fied, each ten days that prohibited conditions are main-
t~ined shall constitute u separate offense.
The application of the above penalty shall not be held
to prevent the enforced remov~l of p~ohibited conditions.
