The minutes of the previous meeting were read and
approved. Mr. C. J. Hartman as spokesman of 0 small delegat16nI
inHuired ~f any steps had been taken toward paving of Pinellas
street, covered by a petition presented to the Commission at
the meeting immediately preceding. At the instanoe of Mayor
Seavy the Citr Manager reported that a '~A P~ojeot WAS bei~g
prepared covering Pinellas street and in due oourse would be
filed.

Mr. C. A. Smith appeared berore the Board and requested
that the City fill up: a ditoh that runs north from BelleAir
street, in Belmont 150 ft toward Howard Avenue along South
Myrtle Avenue. The matter was referred to the City Manager.
The written resignation of Sumner R. Lowe ~om the City
Electrical Board was heard. Moved by Mr. Grice, seconded by
Mr. Smith that the resignation be acce~ted, motion carried.
Mayor Se8vy suggested that other members of the Electrical
Board be oontaoted before ril11ng the vaoancy.
Letter read from' Mr. Ra~ond Lee stating that the term
on the Civil Service Board of Burnice Eamilton expired Jan.
18th. Moved by Mr. Smith,seoonded by Mr. Lowe and oarried
that Mr. Hamilton be re-appointed to the Civ~l Service Board.
City Manager F. L Hendrix presentei the offer of Paul
Johnson to be settled for $400.00 the Oity Taxes exclusive
of individually owned certifioates for the following years,
1926, 1929~to 1933 both inclusive, 1936, 1937 and 1938 on
the fOllnwing pieoes of property:
W86.5 ft of N 125 ft of Block 5 and the W50 ft of
the E 100 ft of N 125 ft of B100k 5--Sarah Mc-
Mullens Subdivision.
Mr. Johnson's check for 400.00 W8S before the Commission as
a tender. Upon the motion of Mr. Grice seconded by Mr.
Smith the offer was accepted.

Mr. Hendrix at this time presented the annual report
of the Citys functions ending Dec 31,1~40. The same was
aocepted with compliments to Mr. Hendrix and his staff.
The question of Title Insurance on City ovmed lots
that had been acquire by foreclosure was brought up by
City Attorney Ralph Richards. Mr. Riohards explained that
the Title Trust Company of Jacksonville would issue title
insurance on most of the lots but there were probably 100
to 150 paroels that they would no insure due to best type
of foreclosure suits not being used. Mr. Richards explained
that probably the simplest thing to do would be to re-foreclos,e

on these lots, whioh would probably take about 90 days and cost
from $100.00 to $150.00. By general consent the Commission
authorized Mr. Richards to proceed with the foreclosure.

It was brought ou the the terms of offioe of all members
of the Recreation Board had expired as of Jan 1,1941, and
discussion was bad as to staggering the ter.ms of office of the
members when appointed. Also the idea fixing the expiration
of term of office of the members to be around Febuary 1st
instead of ~an 1st was advanced by Mr. Smith. Matter referred
to Mr. Richards and appointments deferred until next meeting.
The Personal Property tax and its oolleotion was dis-
cussed but no action taken.

Mayor Seavy, brought out that the method used in the past
of disposing of city lots for sale, was by listed price, any
variation therefrom to be approved by the City Commission. By
general consent this plan was approved.
Mayor Seavy explained that a new registration of the
citizens of Clearwater was badly needed, as the present list
of qualified voters was very inaccurate due to deaths, removals
and ohanges of the City limits. After full discussion City
Attorney Ralph Richards was asked to oonfer with Mr. Reid the
County Registrationjoffice to see if some plan could be worked
out whereby a list of Clearwater Voters could be taken from
his records.
There being no further business to CO:1e before the
board' the meetipg was adjourned.
