Mr. W. H. Wolfe addressed the Commission and objected

Mr. Hal T. Morrison stated that the cities of Atlanta
and Miami have a garbage oolleotion tag of ? 3.00 per year.
Mr. M. B. Thayer addressed the Commission as a business
man and stated that the is always ready and willing to pay taxes
when money is available, but that the anticipated inoxease in
taxes has caused a considerable loss in business to him. He

Mr. Grice suggested that a committee of not more than ?1 ''
five citizens be oalled in to go aver the Budget with the
Connnisaioners and make suggestions and ohanges.
The Mayor said that if satisfeatory with all
Commissioners, definite action on adopting the 1940-41
Budget be postponed unt/iJl an,Ad?ouxned Meeting to be
bald at ?; 30 P. M. on Thurdd'a?r, May ;?th.
Mr. E. A. Coachman addressed the Commission with
referenoe to receiving a notice from the City Attorney,
oonaerning tearing down the remaining walls of the burned
building in the rear of the Post Offioe. He stated that
he had several offers on this plane and he was unwilling
to have the walls torn down at present, as they oan be
used in oonstruoting another building there.
Miss Baker, representing the Salvation Army, appear®d
before the Commission and insisted that, if possible, to
have ? 1,000.00 added to the Budget for them. The Mayor
informed Miss Baker that this will be considered before
Final adoption of the Budget.
Mr. Vernon Kelly asked for permission for parking
spans to be used for taxi-cabs nn the corner of Cleveland
Street and Garden Avenue. This was referred to the City
Manager.
Mr. F. W. Register complained to the Commissioners
about smoke, cinders etc. from the Gas Plant and Inoinerator.
The City D4anager informed Mr. Register 'that he is making
arrangements for asmoke-eating device.

OF AN ADJOURNED MEETING FROM MAY 6TH, 194:0.
The City Commission of the City of Clearwater met in
the City Hall at 7:30 on the evening of May 13th, 1940, tor
an Adjourned Meeting trom May 6th, 1940. The following

Mr. Thomas Hamilton stated that he understood a
number of oitizens were opposed to the $ 3.00 automobile
lioense and had heard several persons say they would leave
the City if this tax is ~posed. He suggested that the
City "out expenses to the bone" rather than put on the
Auto, Gas and Eleotrioity Meter oharges.
The Mayor explained to Mr. Hamilton that for several
years the City has spent oonsiderably more than had been
budgeted and this is what the Commission is trying to get
away from.
Mr. Garret MoKernan said that on a number of oooasions
:-
he had the pleasure of boosting Clearwater and oited an
instance in whioh he had done this. He felt that imposing
these extra taxes would tend to discourage investment in
Clearwater property and drive people away.
Mr. M. R. Boyce suggested that the City plaoe a tax
on all signs ereoted in Clearwater.
l~. Willimn B. Jaoobs suggested a one cent tax on
theaters, soft-ball, foot-ball and boxing bout tickets.
The Mayor and City Attorney explained that the
inorease in millage was not to wipe out a defioit of
$ 40,000.00 as previously reported and said the City would
~pe this out with bonds on hand and the Commission wished
to avoid a defioit in the future whioh might affect the
Refunding Plan~
1~. C. E. Ware stated that he has 48 meters and has
made a study of the situation. He thought the meter oharge
and automobile tag is the most definite way to olear the
situation. The prOblem of this Commission 1s to figure the
most equitable way to distribute this burden and he is more
than glad to oarry his share ot the expense.

Moved by Mr. Dempsey, seoonded by Mr. Seavy and
unanimously oarried that the 1940-41 Budget ~ount1ng to
t 206,000.00 be adopted.
Moved by Mr. Peeler, seoonded by Mr. Grioe and
unanimously oarried that the total operating millage on
the 1940 Tax Roll be ylaoed at five (5) mills and Debt
Servioe of fifteen (15) mills in the Seoond Addition;
sixteen (16) mills Debt Service in the First Addition
and seventeen (17) mills Debt Servioe in the Old Territory.
Moved by Mr. Peeler, seoonded by Mr. Grioe and
unanimously oarried that the City Manager be instructed
to ask for sealed bids on the sale of the Old Fire Station,
with the right to aooept or rejeot any and all bids.

the owners of all lots in Block 13 of Magnolia Park SUbdivision
to vacate an alley running east and west through said block; and
~~EAS it is the opinion of the City Commission that said
alley is riot needed for use by the general public of the City of
Clearwater, and serves no useful purpose;
,NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF CLEARWATER, FLORIDA, That the alley running
through Block 13 of Magnolia Park Subdivision from the Atlantic
Coast Line Railway tracks on the west to the Seaboard Air Line
Railway on the east be and the swme is hereby eaosed; and all
rights heretofore acquired or now held by the City of Clearwater
in or to said alley be and the same are hereby released to the
several owners of the lots abutting said alley.
This Resolution passed and adopted by the City Commission
of the City of Clearwater, Florida, at its meeting on the 13th
day of May, A. D. 1940.

WHEREAS the Reoeivers of the Seaboard Air Line
Railway Company have agreed to enter into a written agreement
with the City ot Clearwater, dated May 13th, 1940, providing
for the installation of said sewer lines;
NOW, THmEFORE, BE IT ORDAINED BY THE OITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, That the
proper City offioials be and they are hereby authorized
and direoted to exeoute the said agreement with Legh R.
Powell, Jr., and Henry W. Anderson as Reoeivers of Seaboard
Air Line Railway Company oovering the installation of seven
(7) lines of 8 inoh oast iron sewer pipes orossing under
the traoks of the said Railway Company, as follows:
(1) In Lake Avenue, and orossing under the West Coast
Fruit Company's spur, at a point 641 teet, more or
less, from its switoh point oonnection with the
main traok.
(2) In Woodlawn, or Thomas Street, and orossing the
Reoeivers' Largo spur, at a point 3,179 feet, more
or less, south of the main line switch point oonneot-
ion of said spur.
(3) In "D" Street, at the Reoeivers' Mile Post 875, plus
4,917 feet, more or less.
(4) In P1nellas Street, at the Receivers' Mile Post 875.
plus 3,163 teet, more or less.
(5) In Park Street, at the Reoeivers' Mile Post 874, plus
3,649 feet, more or less.
(6) In Lady Mary Street, at the Reoeivers' Mile Post 8?3,
plus 2,112 feet, more or less.
(7):In Palmetto Street, at the Reoeivers' Mile Post 872.
plus 4,957 feet, more or less.
A line of 15 inoh cast iron sewer pipe, orossing under
the Reoeivers' traok and property in Cleveland Street,
