MINUTES OF THE MEETING OF THE CITY COMMISSION
The City Commission of the City of Clearwater met in
the City Hall at 7:30 o'clock on the evening of April 1st,
1940 with the following members present:

Minutes of the previous meeting were read and approved.
Mr. Bert A. Rix addressed the Commission and asked tor

a lease of the north one-half of the Fish Plant for the
.
Clearwater Beach Progressive Association Recreation Depart-
ment. Mr. Rix stated that the Assooiation would have an
investment of approximately $ 2,300.00 in the Plant and
thought it advisable to have a lease. Mr. Rix was asked
by the Commission to draw a tentative lease and present
it to the Commission for approval.
Dr. R. F. Wyatt addressed the Commission w1th referenoe
to the dangerous oondition of the dock at the foot of Cleveland
Street. Dr. Wyatt suggested that instead of spending money to
repair this dock, the City build a worthwhile dock with boat
slips to aoommodate larger yaChts. He stated that Clearwater
is losing a great deal of publioity on account of not having
a dock and boat Slips of this kind suffioient to acoommodate
a better class of yachts and that one would be a valuable
asset to the City as the Federal Government is figuring on
a large expenditure in dredging the channel sufficient for
large yachts to come in.
The City Manager read the following letter:

This is to advise you that the request of Polioe Chief Joe
L. Russell the Civil Service Board on March 25th, 1940, did
~ g,iVe a promotional exwmination to Alexander Finch, probationary
i~oliceman. '
- (ltr.Finch was sucoessful in passing this exwmination and 1s
now eligible for appointment to Grade "B" Policeman. This
promotion, of course, is oontingent on the City Commission
raising Mr. Finoh's salary to the sca1e paid Grade "B" men.

Grade "Bft pOlioeman, effective July first. Amended by

that this salary inorease be made effective as of May first.
Moved by Mr. Grioe, seoonded by Mr. Dempsey and
unanimously oarried that transfers of $ 10,000.00 eaoh,
from the Gas and Water Fund to the General Fund on Maroh

The City Manager presented a petition signed by all
lumber dealers in Clearwater, aSking that an Ordinanoe
similar to Ordinance # 026 of the City of Lakeland, fixing
the amount of lio~nse taxes for oertain trades be passed.
Moved by Mr. Grioe, seconded by Mr. Peeler and unanimously
carried that the petition be referred to the City Attorney
with instructions to prepare suoh an Ordinanoe.
The City Manager read an agreement with Helen D. Flagg
concerning donation of a collection of dolls and puppets to,
the museum at the Publio Library. After disoussion it~was
deci~d to enter into this agreement with Mrs. Flagg.
The City Manager read the following Resolution:
. WHEREAS, the City of Clearwater is suppl~ing the
Morton F. Plant Hospital with gas and water without cost
in the amount of $ 75.00 per month for a period of six
months, and
WHEREAS, the Board of Direotors of the West Coast
Hospital Association, Qperating the Morton F. Plant
Hospital, oonsider this a very friendly act and one that
will be of substantial benefit to the hospital,
NOW, THEREFORE, BE IT RESOLVED, that the Direotors
of the Hospital Association take this means of expressing
their appreciation to the Board of Commissioners of the
City of Clearwater, and extend their ~inoere thanks for
this oooperation.
BE IT FURTHER RESOLVED, that this Resolution be
spread upo~ the minutes of this meeting and a oopy of
said Resolultion be sent to each member of the Board of
Commissioners of the City of Clearwater.

of dolls and puppets oomprising a total of items,
oolleoted from various oountries of the world, and being ot
the ap~roximate value of $ 2,500.00, a detailed list of such
dolls and puppets being hereto attaohed, marked "Exhibit An,
and made a part hereof;
AND \v.ffEREAS, the said Donee has prepared a room in the
civio building in Clearwater, Florida, known as the Clearwater
Public Library, and has furnished such room with wall oases
and dis~lay cases enclosed with substantial woodwork and glass
~or the display of the said collection ot dolls and tor their
preservation and for their exhibition to the publio as in a
museum, without danger of damage to said collection or any
of the items thereof through improper handling or piltering;
NOW THEREFORE, IT IS AGREED BY AND BETWEEN THE PARTIES
