Master Electrioians by the Chief Electrioal Inspeotor until the
following inspeotion ~ee shall have been paid to the Oity Olerk.
An inspection fee of One Dollar ($1.00) shall be oharged,
and in addition to this there shall be added teeo as follows:
For eaoh outlet, inoluding outlets for wall switohes, five
cents (5~).
For eaoh lighting fixtures or droplight, five oents (5~).
For eaoh electrio motor of less than 1 h.~., fifty oents

For eaoh eleotrio heating or oookfng device oonsuming more
than 660 watts of energy, fifty cents (50~).
For eaoh neon or eleotrio sign or system or awning or
outline lights, one dollar ($1.00). Eaoh additional sign under
same permit, fifty oents (50~).
For remodeling or repairing from one to twenty lights,
one dollar ($1.00). Eaoh additional light, five cents (5~).
For Deloo or other similar plants two dollars <.2.00).
Changing or alteration of an existing system, one dollar
($1.00), for relnspeotion.
Eaoh additional meter sooket, twenty five oents (25,).
Section 4. All eleotrioal oonstruction, and all materials
and applianoes used in oonnection with the insta~lation, maintenanae
and operation or eleotrioal apparatus or equipment for lights, hea~
or power within the limits of Clearwater, shall oonform. to suoh
speoial rules and regulations as may be embodied in this or other
ordinanoes of the City of Olearwater, and to the rules, regulations
ana reoommendations of the National Board o~ Fire Underwriters tor
the installation of wiring and apparatus for electrioal purposes as
they are now established or may hereafter be ,amended, Rnd such'rule~
regulations and recommendations are hereby adopted and approved as
part of this ordinanoe. The Chief Electrioal Inspeotor is hereby
empowered to ~ut into effeot, subject with the approval o~ the
Board of Examiners such reasonab~6 ru1es and regulations not in
contliot with this ordinance or the National Code as he deems
neoessary for the purpose of more effeotive control and oonstruct-
ion of eleotrioa~ applianoes and wiring.
Seotion 5. On all oonduit jobs in the City or Clearwater
where oonduits are to be ooncealed in earth, briok or conorete,
rigid oonduit must be ot an approved galvgnized type.

Seotion 6. All plwmbing and other piping or tube work must
be in plaoe on work to be oonoealed before the eleetrioal wiring 1s
inspeoted, and no suoh wiring shall be oonsidered as oomplete for
final inspeotion until all such plumbing or piping is in plaoe.
It shall be unlaw~ul to lath, seal or in any manner oonoeal
any eleotrioal wiring or equipment until same has been inspeoted
and notioes posted that soone is approved.
When the eleotrioal work in any building for which a permit
has been obtainea is reaay for inspeotion, notioe in writing
properly filled in upon blanks furnished at the offioe of the Chief
Eleotrioal Inspector stating the location of the work, the name or
the owner, and the nmne of . be eleotrioal contractor doing the wor~
shall be turned in to the Chief Electrioal Inspector's ofrioe.
After the first visit to a job or a written notioe to
inspect smme, if it is neDessary to return to reinspeot any work,
whether ~rom a defect or the work not being ready, the Inspector
will return only on another -written notioe, and shall require an
additional ihspection fee of one dollar ($1.00) to be paid to the
Oi ty- Clerk.
After the entire oompletion of the work, a notioe, the
swme as the foregoing, shall be given the Inspeotor for the tinal
inspection, and if he finds the work has been satisfactorily
done he shall issue a oertificate of inspection.
This oertifioate does not relieve ~he electrioian of his

It shall be unlawful for any-person, firm or oorporation
~nishing eleotrio current for light, heat or power to oonneot
the distributing system with any installation of wiring, apparatus
or fixtures in the Oity of Olearwater without first having
reoeived a oopy of oertifioate of final inspection issued by the
eleotrioal inspector.
Section 7. Definitions: For the purpose of this Ordinanoe
the following terms are defined as follows:
~aster Eleotricians~ shall mean any person who has served
as a journeyman eleotrician for a perio~ of not less than two
years and who has the necessary qualifioations, training and
teohnical knowledge to oontraot, figure ana supervise the installat-
ion of eleotrioal wiring and eleotrioal devices, said qualifioations
to be determdned by a Board o~ Eleotrioal Examiners and hereinafter
provided.

the business of eleotr1oi~ in the Oitr ot Olearwater as a

in acoordanoe with the provisions of this Ordinanoe.
Section 9. Any person desiring to engage or work in the
business or trade of eleotrioian as master eleotrioian in the Oity
of Clearwater shall make application to and be ex~ined by a
Board otElectrioians hereinafter provided and at suoh times and
p1aoes as said Board may direot. Said exromination may be made in
whole or in part in writing and shall be ot a praotioal and
elementary oharaoter, but suffioiently striot to test the
qualifioations of the applioant.
Section 10. There is herebJr oreated a Board or Eleotrioal
Examiners to oonsist of five (5) members. The Chief Eleotrioal
Ins~eotor of the Oity of Olearwater shall be one menber, and the
Building Inspeotor of the City of C~earwater shall be one memberl
Three members who shall be residents ot t he City of C~earwater
shall be appointed by the City Commission, two of whom sha~l be
master electrioians and one of whom saal1 be a layman not engaged
in the electrical business. The City M~ager shall be an ex
officio menber of said Board. Not less than four menbers ot this
Board shall constitute a quorum. Within ten (10) days after this
ordinanoe becomes effective, the Oity Commission sha11 appoint.
three members of said Board, one to be appointed for a period of
one year, one for a period of two years, and one for a period of
three years. Upon the expiration of the term of office of these
members, their sucoessors shall be appointed for a period of
three years. If vacancies ooour in the Board for any cause, the
same shall be filled by appointment as above stated. Eaoh member
shall hold over after the expiration of this term until his
suooessor has been appointed and qualified. Any member of the
Board may be removed from offioe for cause by the City Commission.
Section 11. Eaoh member of the Board shall, before entering
upon the disoharge of his duties of offioe, file with the City
Manager an oath in writing, to properly perform the duties of the
offioe as a member of said Board and to uphold the ordinanoe ot
the City of Clearwater and the Constitution and laws ot the state
of F~orida ~d the Constitution and laws of the ltJited States.
Seotion 12. (a) Within five (5) days after their appoint-

ment, the Board of Examiners shall oonvene for the purpose of
orgwnizing said Board, adopting rules and regulations, electing

And within thirty days after the appointment, the Board ot
Examiners shall meet for the purpose of giving exwninations
provided for in this ordinanoe. Thereafter the Board shall
meet at least twioe eaoh year, onoe during the period of Maroh
15th to 31st and onoe during the period of September 15th to
30th for the prupose of giving examinations ~P9 and transaoting
suoh other business as may properly oome before it. The
Chairman, or the Seoretary-Treasurer of the/Board are hereby
empowered to oall meeting at any time to oonsider any violation
of this ordinanoe. All offioers eleoted by said Board shall hold
offioe ~or one year, provided the first officers eleoted under
this ordinanoe shall serve until September meeting and from that
date on, offioers shall be elected for a period of one year.
Eleotive offioers shall oonsist of a Chairman and Vioe-Chairman
and the Chief Eledtrical Inspector shall aot as Seoretary-
Treasurer.
(b) The BOard shall have the power to make by-laws,
rules and regulations governing its body, as it may deem neoessary,
providing srome do not confliot with the laws of the City of
Olearwater and the State ot Florida.
Section 13. If applioation is maRe by any person for an
examination, it shall be the duty of the Chief Eleotrioal Inspeotor
of the City of Olearwater to oall the examdning Board inton
special session for the purpose of giving applioant an examination
within a period of thirty days from the date of said applioation.
Said Board shall examine applioants as to their praotical
knowledge of electrioity, electrioal wiring, electrioal installat-
ions and to all other matters that are properly connected with
the business or trade of electrioians and if satisfied of the
oompetenoy of the applicant shall thereupon issue a oertifioate
of oomp~tenoy authorizing him to engage in or work at the trade
of master electrician.
Section 14. Every applicant who shall make his application
as provided for in Seotion 9 shall pay a fee of $10.00 fo~ the
privilege of taking an examination. The aforesaid fee shall
aocompany the applioation as provided for in Sedtion 9 and the
said fee shall not be returned to the applioant. Every
journeyman eleotrioian shall be registered with the Seoretary-
Treasurer of the Board of Exroniners and shall pay a fee or One
Dollar ($1.00) eaoh year. All monies reoeived hereunder shall
be used for the operation and maintenanoe of the Board or
Examiners.
Seotion 15. Upon the Satisfaotory oompletion of the

Certifioate of Competenoy so issued shall remain in full ~oroe
and effeot as long as a lioense is paid yearly or ,mtil revoked
or suspended in the manner provided by this Ordinanoe.
Seotion 15. No lioense as Master Eleotrioian shall be
~ssued by the City of Clearwater until the applioant for the
lioense has produoed for exandnation to the Lioense Department
of the City of CLearwater his duly issued Cert1f1oa~e of
Competenoy.
Section 17. The Board o~ Electricians shall have the power
in addition to aLl other ~owers provided for in this Ordinanoe,
to revoke or suspend for a length of time not to exoeed one year
the Cert~ficate of Competenoy of any Master Electriolan who
shall be guilty of anyone or more of the follmwing aots of
omissions, to-wit:

stantially injured.
(h) Wilful and deliferate disregard and violation of the
Building Code or the City of Clearwater, and of the
State o~ Florida.
( 1) AllolNing his name to be 1mpro~erly used by any person
lor party directly or indirectly either for the purpose
of obtaining a permit or to do any work under his
lioense.

Any person directly interested, the owner, the ~uildiDg or
Eleotrioal Ins~eotor of the City of Clearwater, the Arohiteot or
Engineer of any building or oonstruotion may prefer oharges
against an eleotrioian under this Ordinanoe. Suoh oharges must
be made in writing and sworn to be,the oomplainant and sub-
mitted to the Board. It will then be the duty of the Board at the
earliest possible date and not later than thirty days thereafter
to investigate the oharge and render their deoision without delay.
A oopy ot the oharges together with the time and plaoe of hearing
shall be legally served on the aooused at least five days before
the date fixed for the hearing. At the hearing the aooused shall
have the right to appear personally and by oouoil and oross-
examine w1tnessessagainst him ~d to produoe witnesses and evidenoe
in his definse.
Section 18. It shall be unlawful for any master eleotrioian
to engage or work at the business or trade of Naster Eleotriciwn
in the City of Clearwater when said Certificate of Com~etency has
been cancelled and it shall be unlawful for any master eleotrio1an
to work in the trade or business during such time when his
Certificate of Com~etenoy has been suspended.
Section l~. The provisions of this ordinance shall not
apply:

or Oity of Clearwater doing work or construotion in

(b) The employees of Publio Utilities Oompanies or Copp-
orations engaged in the manufaoturing or distribution
ot eleotrici ty for t he lighting, heat or power, when
said work is done in the oourae of their duties as
empl.oyees of'PubJ.ic Utilities Oompanies and in
oonneotion with the manufaoture or distribution when
work is done withthe supervision of the duly
authorized offioers/of the Public utilities Oompany
or Corporation.
aSctioD 20. This Ordinanoe shall not be oonstrued to
prevent the owner of any property trom doin" eleotrioal work on
his own property without first obtaining a lioense as a Master
Eleotrioian; but any wOl.'k so done by the owner on his own proper>>,
shaJ.l be subjeot to 1ns]eotion by the Eleotrioa~ Inspeotor and
must be ap~roved by him.

installed in the building.
Seotion 22. Any person or persons and the members of any
fir.m, oo-partnership, oorporation, assooiation or other organization
or any oombination thereof, presenting or attempting to tile or
use the oer~ifioate of oompetenoy oC another, or lioense ot another
or who shall give false or forged evidenoe or any kind to the
Board, or who shall falsely impersonate another, or who shall use
an expired, suspended, or revoked lioense or Certifioate ot
Oompetenoy, or who shall violate anyone or more ot the provisions
of any seotion of th's ordinanoe, shall upon oonviotion in the
Munioipal Oourt be punished by a fine not to exceed $200.00 or by
imprisonment not exceeding eo days in the disoretion of the Oourt.
Each and every day that a violation of this Ordinance
oontinues shall oonstitute a separate and distinot offerse.
Section 23. Every Master Electrician wishing to engage in
business as an eleotrical oontractor, shall, before engaging in
such business, exeoute a bond payalbe to the City ot Clearwater
in the sum of Five Hundred Dollars ($500.00), with a responsible
surety company authorized to do business in the State of Florida
as surety conditioned to protect said Oity against all loss or
damage oocasioned by the negligence of the principal therein
tailing to properly exeoute and proteot all work done by him, or
his employees, or under his direction or supervision, an~ from
all loss or damage occasioned by or prising in any manner from
~ny suoh work done by said principa1s or his employees or under
direction or supervision. Said bond shall be approved by the
Oity Manager of said City before it beoomes effective, and may
be used by said City in roay oourt of oompetent jurisdiotion. Ne

City Manager read a letter from the Chwmber of Commeroe with
reference to rate charge of the Brooklyn Base Ball tewm at the
Fort Harrison Hotel. Mr. Norton stated that the rate of six
dollars per day was fixeddbyMr. Davis, Manager of the Hotel.
And by seeing Mr. Davis personally, he thought the same agreement
could be had for the ooming season. The matter was referred
to the City Manager.

Alfred Marshal~ presented a petetion signed by nine
residents and property owners in the area adjacent to the
Golf Driving Range operated last Winter near the Causeway,
requesting the City Commissioners to refuse to license or
penn1t the operation of the Golf Driving Range at any future
time, for the reason that golf' ba11s driven there constantly
come upon their private property and thus endangers their
lives and safety of the occupants and ingabitants in the joining
territory. Moved by Mr. Grice, second by~Ar. Dempsey, and
unanimously carried that the money that had been paid in for
rent sinoe the Golf Driving Range/was closed, be refunded and

Captain Lowe presented plans he had in mind for building a
Yacht basin East of Marion Ruf'fs place on the South side of the
Causeway. The matter was deferred for further consideration by
the Commissioners.

to right-away across his property by the extension of Pearce

The OityManager brought to the attention of the City
Commissioners the Tom Scott property whioh is ontthe North East
corner of Prospect Ave. and Laura Street extended. The Oity
last year foreolosed on this property and has the deed in its
name. The City Manager suggested that the City take a strip on
the West side of property for Prospect wnd a like strip on the
South side of property for Laura Street and oolleot one hundred
dollars in oash from Tom Soott and the City then give him a deed
