MINUTES OF THE MEETING OF THE CITY COMMISSION
o
rhe City Commission of the City of Clearwater met in a speoial
meeting assembled at the City Hall on the evening ot July 31
1939 with the following members present:
E.B.Oasler, Jr., Mayor-Commissioner
R.L.Baker
R.A.Dempsey
Herbert Grice
W.W.Peeler

Minutes of the previous meeting were read and approved.
Robert Witter introduoed Mr Leverick who addressed the
City Commissioners with referenoe to the use ot the Fish
Plant by the Clearwater Beaoh Progressive Assooiation as a
reoreational center. He discussed the proposition very
thoroughly and stated that the building would serve a greater
number ot people and would be to a greater advantage to the
Beaoh and to the City ot Clearwater if used in this oapaoity.
He stated that the Beaoh Assooiation had in mind installing
volley ball, ping pong, danoe hall and other devioes ot
amusement and with very little expense this building oould be
prepared tor a good reoreational center. He also stated the
Beaoh Assooiation would ask the Reoreational Board to oooperate
with them in this matter that they might make this entertainment
more attraotive to all. He stated that he had learned that the
machinery in this plant could be very easily disposed ot tor a
very satisfactory sum of money. The Mayor ask it the Association
could work with the Yacht Club and Sea Scouts that it might be
beneficial to allot them. Mr Leverick stated that he didn't
think it advisable to have any other organization assooiated
with them in this building.

Mr Cyril Pogue addressed the Commissioners with
reference to the Yaoht Olub leasing the Plant. They could pay
Twenty-five Dollars per month for the use of the building, and
they would work in oonjunction with the Sea Scouts and other
organizations. He stated that the Yacht Club had outgrown their
Quarters and were (unable to aooomodate their members, also Yachts
that were coming in. He stated tha~ the Clearwater Yacht Club
is the most outstanding olub on the West Ooast inoluding the
Sarasota Club. He said that at the time the Fish Plant was

would be interested. Mr Peters asked Mr Pogue how many members
belonged to the Yacht Club. Mr Pogue replied about 300 .
After a brief discussion the City Commissioners requested that
the Clearwater Beaoh Assooiation'call a meeting with the
Yaoht Club Board of Direotors and the Reoreational Board and
try to work out some plan that would be aoceptable to all
organizations and report back at the next meeting.

l~ C.E.Ware representing the Eleotrical Contractors
with reference to the Eleotrical Ordinanoe pointed out s~e
objeotions to section 7 and 13 of the Ordinanoe and ask that
they be ammended. Some of the Contraotors objected to seotion
8 of the Ordinance and after thorough disoussion by the
Commissioners and Eleotricians, Mr Grioe moved and seoonded by
Mr Baker and unaminously carried that the amended Ordinanoe#~""'O
be passed on its second reading.
Mr Brumby addressed the Commissioners with referenoe
to the renewing o~ his lease on the Marine Ways. After
several suggested ohanges in the lease it was referred to the
City Attorney for execution.
City Manager read a letter from C.Raymond Lee, Seoretary
of the Civil Servioe Board t'This is to advise you that at the
request of Fire Chie~ Luke Martin, the Civil Servioe Board
recommends the promotion of ~~ Paul Agnew from his present
position, probationary f~reman, to that of grade "A" fireman."
City Manager read a letter from the Munioipal Tax servioi
with reference to oolleotion delinquent license. Moved by
Mr Baker and seconded by Mr Peeler and unanimously oarried
that the City Manager by instruoted to enter into an agreement
with the Munioipal Tax Servioe for their services. Moved by
Mr Baker, seconded by~~ Dempsey and carried that a transfer ot
Five thousand Dollars from the Gas and Water fund to the general
fund, be approved.

cases were hard to determine and ask that a Committee be
a~pointed to determine these olassifioation.
The Mayor
