The City Commission of the City or, Clearwater met
in regular meeting assembled in the City Hall at e:oo
P. M., May 1st, 1939, with the rollowing members present:

Minutes of the last two meetines were read and
approved.
A delegation of property owners from the 700
Block on North Fort Harrison Avenue was present to
discuss the proposed Fish Market on North Fort
Harrison Avenue.
The City Attorney addressed the Cormnission and
read part of the Zoning Ordinance and gave his opinion
in favor of the Building Inspeotor being within his
rights in issuing a buildin~ permit for the Fish Market.
Mr. George Wilson of # 70~North Fort Harrison
Avenue, clmimed it would have a tendenoy to reduce the
value or property at least fifty percent.
Mrs. Bassett said the Fish Mark would work a
hardship on residents in the neighborhood and oited
some of the exceptions in the Zoning Ordinance and
referred to Seotion 18 of the Ordinanoe.
Mr. Edgar John Phillips disagreed with the
City Attorney's interpretation of the Zoning Ordinance
and explained his ideas in detail.
Mr. Joseph Nichols, representing Mr. Anderson,
stated that this partioular part of Fort Harrison Avenue

was zoned as a business section and that there~n9~ legal
grounds for an appeal to the City Commission.
,',/ The Building Inspector stated that Mr. Anderson ~
~aid the building vrould be used as a retail fish market~
~he matter was deferred until the citizens could
get together and see if some settlement plan could be
worked out between themselves.

Mr. J. E. Satterfield, representing Mr. Clement,
operator of a tourist o amp , who has paid a license Of
$ 125.00 annually for the last several years, addressed
the Commission and requested that since Mr. Clement's
business is no longer operated as a trailer camp, the
City refund $ 75.00 of the lioense fee. Moved by Mr.
PeibiLer, seoonded by Mr. Dempsey and unanimously oarried,

that the matter be referred to the Oity Manager with
power to act.
The City Manager read a letter from the Brooklyn
Base Ball Club and presented a renewal oontract for the
next three training seasons. Moved by Mr. Grice,
seconded by Mr. Dempsey and unanimously carried that the
contract be exeouted.
A letter from Mrs. J. B. Williams protesting change
of street names in Suburb Beautiful was read. No street
names have been ohanged in Suburb Beautiful and Mrs.
Willi~ is to be so notified.
Objections to the new Budget were called for and
since there were no objections the Budget was adopted.
Moved by Mr. Baker, seconded by Mr. Dempsey and
unanimously carried that the City aocept Mr. Funderburke's
offer of $ 125.00 in settlement of delinquent taxes on
Lot 1 of Tennessee Terrace and Lot 18 of Carolina Terrace

Annex.
Moved by Mr. Grice, seconded by Mr. Dempsey and
unanimously carried that a transfer of funds amounting
to $ 5,000.00 ~rom the Gas & Water Fund to the General
Fund on April 2'7th be approved.
There being no further business, the meeting was
adjourned.

AGREEMENT BETWEEN THE CITY OF CLEARWATER, FLORIDA, AND
THE BROOKL'MN NATIONAL LEAGUE BASEBALL CLUB, INC., OF
. BROOKLYN, NEW YORK.
1. The City agrees to pay to the Brooklyn Baseba1l
Club, which shall train its players in Clearwater
during the training seasons of 1940, 1941 and
1942, the sum of Two Thousand ($ 2,000.00) D01lars
for eaoh of the aforementioned years, the sum to
be paid in two installments each Kear; $ 1,000.00
st the end of the 1'irst week and ~J> 1,000.00 at the
end or the fourth week.
The Club shall retain all of the gate reoeipts
from its games, home and abroad, and shall also
retain all reoeipts from conoessions and advertising.
3. The City agrees that the Club shall have exolusive
use of the Clearwater Baseball Park for its praotise
and games and agrees to put the Park and Buildings
in first class shape and to so maintain them during
the life of this agreement.

4. The City agrees that no other Major League Club shall
train in Clearwater during the lire of this agreement.
