April 24th, 1939.
The City Commission or the Oity of Clearwater, met

in regular meeting assembled on A~ril 24th, 1939, with

Minutes of the previous meeting were read and approved.
Mr. Frank Harris, representing the holder of an
unre~unded City of Clearwater bond, offered to se!l the
bond to the City for $ 1,412.00 less 7*%. Moved by Mr.
Baker, seconded by Mr. Peeler and unanimously oarried,
that the City Manager be instruoted to buy the bond at
the lowest possible figure.
Mr. Walter Thomas discussed widening Pierce Street,
whioh might necessitate mo~ng a building on his property
and asked that the City guarantee that any cost of
moving be borne by the City and that the City replaoe
'~he entire property in a condition as good as it now is.
Aotion was deferred until more information could be
,
obtained from the City Engineer and wi11 be presented
at a meeting to be held at 7:00 P. M., WudnesdayApril 25th.
Mr. MoEneany complained of a blinker traffic light
interfering with his sleep and a~so oomplained of an
open drain not operating properly. The Fire Ohie~ was
instructed to turn off the blinker and the matter of
. '
tne drain was referred to the Oity Manager.
A committee from North Fort Harrison Avenue, in
opposition to the pro~osed rish market, addressed the
Commission. The City Attorney stated that the Zoning
Ordinance does not prohibit the operation of a retail
fish market at that location. Moved by Mr. Dempsey,
seconded by Mr. Pee1er and unanimously carried that a
hearing be held at 7:30 P. M., Tuesday, May 2nd, in
the City Hal~.
Mr. R. H. Baskin spoke about proposed ohanges in
the Zoning Act and advised against de1egating more
authority to the Zoning Board without first put1ng it
to a vote ot the people.

WHEREAS, the City Manager of the City of Clearwater,
Florida, has subndtted an estimate of the amount of money
necessary to carryon the City government ror the year 1939;

Second: That it is hereby detennined that a tax
of three mills upon all property within the City, not exempt
from taxation by law, shall be necessary to raise the said
sums appropriated for operating purposes, and the s aid rate
of millage is hereby assessed on all real and personal
property upon said tax assessment roll not exempted by law
from taxation.
Third: That it is hereby determined that the following
rates of millage shall be necessary to raise the necessary
sums for debt sertice on the City's outstanding bonded
indebtedness, and said rates of millage are hereby assessed
against the property inCluded in said tax assessment roll,

BE IT FURTHER RESOLVED that the foregoing schedules and
tax rates be published in the Clearwater Sun and that the Oity
Commission shall meet in the City Hall or Clearwater at 8:00
P. M. on the 1st day of May, 1939, for the purpose of holding
a pub~ic hearing upon said intended tax levy, and the City
Auditor and Clerk is hereby required to publish a notice of
such publio hearing, setting forth the time and place a~ore-
said for holding such meeting, together with the proposed
budget and tax levy as herein set forth, and unless sufficient
objections shall be made at the time and place stated in said
notice, said budget and tax levy shall stand for the year 1939.
PASSED AND ADOPTED BY THE CITY COMMISSION of the City of
Clearwater, this 24th day of April, A. D. 1939.
