MINUTES OF THE MEETING OF THE CI'l'Y COMMISSION April. 3rd, 1939. The City Oo~ssion of the City of Clearwater met in regular meeting assembled on April 3rd, 1939, with the fOllowing members present: E. B. Casler, Jr., Mayor-Commdssioner R. L. Baker R. A. Dempsey W. Mr. Lewis Homer presented a revised plan ot the proposed Junior Ch~ber of Commeroe Building to be ereoted on Clearwater Beaoh and stated that it would cost. 500.00 less than the original plan. Mr. Robert Levison explained the oonstruction of the building whioh it is proposed that the City endorse and be responsible for the borrowing ot $ 4,000.00 by the ~unior Chamber of Commeroe and which will be repaid at the rate ot $ 500.00 per year by the Junior Chamber of Commeroe. Moved by Mr. Peeler, seconded by Mr. Baker and unanimously oarried that the proposition be acoepted if approved by the tOllowing committee: R. A. Dmnpsey, W. W. Peeler and 1. L. Hendrix. Mr. Carroll Na11, representing the Casado Club, asked for permission to erect a olub house on City property north ot Everingham's Pavilion. The matter was rererred to the following oommittee: R. A. Dempsey, W. W. Peeler and 1. L. Hendrix. A telegram trom Congressman J. Hardin Peterson, stating that the Library Projeot in mnount of $ 2,688.00 is now ready for allooation of funds, was read. A letter from the Clearwater Insurance Assooiation, pxpressing satisfaction ~th the proposed project to rename certain streets having duplicate nRmes, was read. A letter from the Florida Inspeotion and Rating Bureau, making reoommendations for renaming streets, was read. The City Manager read a letter from the Engineering Department~eporting on the condition of the drawbridge on the Causeway and making oertain reoommendations, was read. Moved by Mr. Dempsey, seoonded by Mr. Peeler and unanimously oarried that all necessary repairs be made. , A letter from the Chamber of Commeroe, recommending installation ot eleotrioally or manually operated traffio arms at theOimseway Bridge, was read. A letter from the Clearwater Yaoht Club, with reference to renting of the Fish Plant, was read. Moved by Mr. Peeler, seoonded by Mr. Baker and unanimously ca.rried that the City Attorney investigate the possibility of the present lessee of the Fish Plant , , . .. oontinuing the 1easev The City Manager reoommended that the assessed value of the Kingston property in Davey's Subdivision bw reduoed to $ 10,000.00 on the 1938 tax roll. Moved by Mr. Peeler, seoonded by Mr. Baker and unanimously oarried that the City Manager's recommendation be aooepted. A transfer of $ 5,000.00'from the Gas and Water Fund to the General Fund on March 28th, 1939, was approved. Moved by Mr. Peeler, seoonded by Mr. Baker and unanimously carried that the salary of the City Attorney be fixed at . 3,000.00 per year. Moved by Mr. Peeler, seconded by Mr. Baker and unanimously carried that the City Attorney be instructed to draw a Bill amending the City Charter, fixing the salary of the Mayor-Commissioner at $ 100.00 per month and the salary of each Commissioner at $ 50.00/per month; to beoome effective January 1, 1941. Moved by Mr. Baker, seconded by Mr. Dempsey and unanimously oarried that Mr. Edgar John Phillips' oheck in amount of $ 700.00 in full settlement of all City olaims against Lots 5, 6, 7, 8 and 9 of Glenwood Estates Addition be aooepted. Moved by Mr. Peeler, seconded by Mr. Dempsey and unanimously carried that Mr. H. L. Grider's check for $ 40.00 in full settlement of all taxes against a metes and bounds description in Section 15-29-15 owned by L. E. Johnson ~state, be accepted. A list of property to be effected by the Murphy Act was presented.
