Sinmons, representing the Gulf Oil Company, addressed the Commission with reference to permit for a filling station to be erected on the northwest corner of Cleveland , .. {~: . Street and Osceola Avenue. r~r. C. E. Wal~e and Mr. Guss Wilder, representing property owners and church members, spoke in opposition to granting of the penlite After discussion, moved by Mr. Peeler, seconded by Mr. Baker and carried, unanimousl~ that the matter be postponed until the next meeting of the Commission in order that the matter be more thoroughl~ investigated. Mr. H. R. McEneany complained of newsboys making too much noise in the early morning hours and objected to Chamber of Commerce literature advertising apartment rentals in Cleanvater at fifteen dollars per month. Mayor Casler instructed the Chief of Police to enforce the City Ordinances pertaining to loud noises. Mr. J. B. Hornsby presented a letter requesting a contri- bution to the High School Band to help in paying expenses to West Paln: Beach. It was decided to d e.fer action until the nex:l; :meeting. Simmons addressed the Commission with reference to permit for a filling station on the northwest oorner of Cleveland street and Osoeola Avenue. 1~. J. W. Niohols, representing C. E. Ware, presented a petition in opposition to ereotion of the filling station. Mr. E. H. Coadlman also protested granting of the permit. After considerable disoussion, Mr. Gri oe moved tha t the permit be granted. Motion died for laok ot a second. Moved by Mr. Grice, seconded by 11:r'. Baker and unanimously oarried that the offer of Mr. Cyril Pogue to pay $ 32.19 in settlement of paving assessment against the South 100 feet of Lot 4 BIQok H of Plaza Park be acoepted. Mr. E. H. Coachman asked hovl muoh ot his house on Garden Avenue would have to be removed for street widening and who would bear the oost of suoh removal. The City Attorney stated that the expense should be paid by the property owner because the widening of the street is not being assessed to the property owner. The matter was referred to the Building Inspector and the City Engineer. Whenever suoh a report shows that the funds in the hands of the Board amount to more than two hundred dollars, the Board shall submit with the report a oheck payable to the City of Clearwater for the amount of the exoess over and. above the sum of two hundred dollars. All moneys so reoeived by the City shall be credited to the Reoreational Fund and. shall be available for reoreational aotivities, in addition to the funds ~rovided. in the budget for that purpose. The Board shall make a written report to the City Commission on the first of January and on the first of Jul.y of each year. Eaoh report shall shOW' the acti vi ties earrie d on under the supervision of the Board during the period oovered by the report, and shall inolude any recommendations that the Board desires to make oonoerning reoreational aotivities. The Board may submit speoial reports and reoommendations to the City Commission at any time it so desires. The Publio Reoreation Board shall be appointed by the City Commission for the term of two years. In case of vaoancy in said Board, the unexpired term shall be filled by appointment as provided/herein. The City Manager shall, in his annual budget, estimate the neo.essary expenses for the maintenance of the reoreational system as provided herein. The Board shall not oonoern itself *ith any reoreational aotivities oarried on in publio parks or play grounds, but only with the physical oondition o~ the properties, the improvements thereon, and the beauti~ioation thereof. It shall pertieularly be the duty. of the Board to make reoommendations regarding whieh City properties shouJ.d be used for publio purposes, and the development, improvement and beautifioation of City properties as publio parks and p1ay grounds. The Board shall make semi-annual reports to the City Commission and suoh reports shall inoluae any reoommendations that the Board desires to make oonoerning parks and play grounds. The Board may submit speoial reports ana reoommendations at any time it so desires. The Board shall recommend to the Oity Manager some suitable person espeoially trained and properly qualified for the position of Superintendant10f Parks, and suoh assistants as shall from time/to time be neoessary.
