Bay Avenue appeared before the Commission
Mr. Marsh to get in touch with Mr. Nichols within a few days, after he
had conferred with the City Attorney and Chl6f of Police in an effort
to determine what relief could be given.
Wm. L. Alley a~ked the City Commission to cancel outstanding 01'1:7
taxes and improvement liens on certain lots in Boulevard heights in
exchange for $6,000.00 tax notes. He also agreed to deed to the Oity ~T
lo~s ob~ained in Block Bo It was agreed that the COmmissioners, Mr.
Nich~ls and Mr. Alle,. would meet at 2:t9) P. M. Tuesday, April 19 to go
and view the lots, to determine whether this was a fair adjustment.
Wm. L. Al1ey presented proposition to the City Commission that if
the Oity wou1d fUrnish tar and assistance of the City Engineer, he would
fUrnish other labor and material necessar,y to pave Glenwood Avenue from
Cleve1.and street to Gulf to Bay, and to pave Franklin Street from Glenwood
to HighJ.and with "mixed-in-plaoe" paving. Mr. Alley also agreed that
the firm of Alley, Rehbaum and Capes would pay two-thirds of the cost or
about $400.00 when t~ City decided to put on a "seal-coat top" on these

Moved by Hr. Barry, seconded by Mr. Baker, that the tar and engineerimg

WHEREAS.. The City Manager of the City of Clearwater~ Florida, has
submi tted an estimate of the amount of' money necessary to carry on the
Ci ty govermnent for the year 1938, and
WHEREAS.. the City Connn1ssion has.. in meeting duly aasembJ.ed,
examined oare~lly.. considered and approved the same, and
WHEREAS.. the tax assessment roll baa been submitted to the
Cit~ Commission by the Equalization Board in correct for.m;

authorizing the refunding of the City's outstanding indebtedness by the
issuance of refunding bonds and delinquent tax notes.

Sixth: That a total ad valorem tax levy of $216,000.00 is necessary
to raise the amounts herein appropriated; that the sum of $216.000.00 be
and is hereby assessed against all real and personal property in the City
of Clearwater, as shown in the tax assessznent roll.
Seventh: That it is hereby determined that the following ratGs of
mdllase shall be necessary to raise tha said sums appropriated for debt
service and said rates of millage are hereby assessed against said Tax

Eighth: That it is hereby determined that a tax of 3 mills upon
all property within said city not exempt from taxation by law shall be
necessary to raise the said sums appropriated for operating purposes
and said rate of millage is hereby assessed on all rea~ and personal
property upon said Tax Assessment Roll not exmmpted by law from taxation.
BE IT FURTHER RESOLVED that the foregoing schedu.les and tax rates
be published in the City of' Clearwater, and that the City Commission
shall meet in the City Hall of Clearwater at 7:30 P. M. on the 2nd day
of May, 1938, for the purpose of holding a. public hearing upon said
intended tax levy, and the City Auditor and Clerk is hereby required
to publiSh a notice of such public hearing, setting for~ the t~eand
place aforesaid for holding such meeting, together with the proposed
budget and tax levy a.s herein set f'orth, and unless sufficient objections
shall be made at the time and place stated in said notice, said budget
wed tax, levy shall stand for the year 1938.
PASSED AND ADOPTED by the City Commission of the City of Clearwater,
