December 6, 1937, in regular meetlng assembled, with the fol-
lowing members present:

To The Honorable Mayor and City Connnissioners
City of Clearwater, F'lorida
Gentlemen:
It has been brought to our attention that the City of
Clearwater plans to build an addition to the City Jail, using
unskilled prison labor.
The free citizens of Clearwater engaged in the building
industry feel that as tax payel's, the public money will not be
well spent, for two reasons, the first, that the prisoners are
not competent to engage in skilled building work, and the second,
that the Free Labor in this county shmJld be employed on all pub-
lic projects to help the Unemployment situation.
It is a breach of public trust for the City of Clearwater
to twre money from the federal government, to build W. P. A. pro-
jects, the purpose of which was to support unemployed citizens,
then when a purely local project is planned use prison labor to
the detriment of Free labor, and the local citizens.
The organized Building craftsmen of Clearwater vigorously
protest this action and respectfully request that you reconsider,
while the na.me of this connnunity is as yet unstalned with this blot
of peonage a.gainst our citizen welfare.

They were advised that work on the City Jail has been discontinued
for the present, due to the lack of funds.
Mr. Lee Baker addressed the Comndssion on behalf of the
property OVIDers objecting to the assessment of the cost of Jones
Street se\ver. Mr. Baker was informed that this project has been
abandoned for the present, due to lack of funds.

Dear Mr. Nichols:

On October 13th I wrote you giving you a list of the
Hillcrest lots in which people represented by Mr. Vf.hitson and
myself are interested, and o1'fered $20,000.00 in delinquent
tax notes of tb~ City of Clearwater )n full settlement 01' all
city taxes and improvement assessments on said lots. This of-
fer was declined by you.
In behalf 0 f' l!:r. vVhi tson and myself, and the various
people represented by us, I how wish to of1'er an amount equal
to $lOOeOO per lot in filll settlement of all improvement
asses~ments and all city taxes up to and including 1937 on
the s aid lot s. I would 1 ike to have tre pri vil!!Ige of malc1ng
this pa~nent either in cash or in delinquent tax notes of the
City of Clearwater. If delinquent tax notes are used instead
of cash, they are to be fif~lred at thirty cents on the Dollar.
The ~vnership of the lots in question is divided so
that the persons represented by me own approximately thirty-
six lots, and the balance are o~ned or controlled by Mro
Vllh:ltson. It is therefore contemplated that I will melee the
settlement on the thirty-six lots in question, while Jllr. Whit-
son will make the settlement on the balance. Since it is
possible that we may not both be ready to settle at the sanle
time or in the same manner, I would like to have the privilege
of making settlement on the thirty-six lots owned by my clie~s,
at any time we are ready to settle, independent of the settlement
to be made by Mr. Whitson on the ba1ance of the lots.
I~ this offer is accepted by the City, we will want a
period of ninety days within which to complete the settlement.

A communication was read fram the Zoning Board6 dis-
approving the location of s:lr,ns showinc; the direction to
Japanese Gardens. The letter fron: Mr. Alvord was read appealirg
from the decision of the board. It was moved by Mr. Baker6
seconded by Mr. Batchelor and carried that the decision of the
Zoning Board be upheld.
Mr. Barry introduced the follow:tl1g resolution:
"WHEHEAS, various 'wholesale and other' cnncerns have
neglected to pay their Ci~T license for the fiscal year begin-
ning October 1, 1937, due to their interpretation or a law
passed by the Legislature of Florida at its last session, and
WHEHEAS, it is the opinion of the City ConllUission that
said concerns have misconstrued the application of said law and
are subject to 'icense fees as sct up In the City Ordinances of
the City of Clearwater.
TfffiREFORE, BE IT RESOLVED, that the license co~lector
proceed with the collectlon of said licenses, and where licenses
are not paid, the City Attorney be authorized to lnstitute
proper legal proceedings for their collection.

Wo.tel', which were \"lashed out in the August storm, and
VITlliREAS, contributions were necessary to supplement 'the
appropria.tion made by this Oommission f'or this work, jf' a proper
structure was to be built, and
vVHEREAS, such help is greatly appreciated by this Com-
mission, especially in view of the location of tl1is bridge, which,
while it serves Belleair, is strictly 'within the ci ty limits and
is the responsibility of' the City of Clearwater.
THEREFORE, BE IT RESOLVED, That the Cit-y Connl1ission of
Clea.rwater express through this resolution their thanks to these
contributors for their ve~- material aid in the reestablishment
of this bridge, for their interest so concretely expressed, rond
for the public service which has thus been rendered to the City
of Clearwater by these ~inter residents of' Bellenir.
PASSED AND ADOPTED by the Cit-y Conunission of the City of
ClearVlater, Florida, this 6th day of December, A. D. 1937."
