It was moved byMr. Barry, seconded by Mr. Baker and carried that
letters of appreciation be sent to Messrs. Davidson ~d Ray, owners of
Silver Springs, and to the Ocaln Chamber of Commerce, tharu~ing them
for their splendid entertainment of the Watertown Football Squad.
Moved by Mr. Baker, seconded by Mr. Marsh and carried that the ro1-
lowing ~&mbers be appointed to the Barbers' Exandnation Board, to take
effeot when the cost of the legal publioation of the Ordinance has been
paid by the barbers:
A. Ellison, 1 year
Ralph Shaw, 2 years
Ben sutton, 3 years.
It was moved by Mr. Baker, seconded by Mr. Barry and carried that
three extra men be authorized ~or the police department, during the
winter months, in aocordance with recommendation or the Chief of Police.
Moved by Mr. Marsh~ seconded by Mr. Baker that the Ordinance entitled
"An Ordinance Defining, Regtllating and Governing Painting Contractors
Within the City of Clearwater" Florida, etc.," be passed. on its second
reading. Upon ro1l oa11, the .fo1.1owing vote was polled:

, Mr. Marsh introduced the rollow~1ng resolution:
RESOLUTION FIXING THE TERMS A1ID CONDITIONS OF
THE FINAL TAX ADJ1JSTMENT PROGRAM OF THE CITY
OF CLEARWATER OIl UNCOLLECTED TAXES FOR THE
"YEARS 1931. 1930 and 1929, AND PRIOR YEARS,
AND IMPROVEMENT LIENS AND PROVIDING FOR FORE-
CLOSURE PROCEEDINGS THEREON.
WHEREAS, a large amount of' taxes for 1955 and prior years, together
with improvement liens, remain unoo1lected; and
WHEREAS, it is desirable that said taxes and improvement liens shall
be colleoted and applied to the payment of the bonded. indebtedness of the
City of Clearwater wh~le its bonds Qan be bought for considerably 1es8 than
par, and;

WHEREAS, the Ci ty Connnisslon believes tho. t the credit and f'uture welfare
of the City demands that during the next two years a reduction of $500,000.00
be effected in the bonded debt of the City, th~ saving an additional half
million dollars in interest over the period of the bonds; and
VMEREAS, these taxes and improvament liens, if unpaid, m~at constantly
inorease in amount because of interest charges and decreasing discounts,
thus beooming a heavier burden to the owners of delinquent property,

THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEAR-
WATER" ]LORInA:
That the following shall constitute the final tax adjustment program
of the City of Olearwater:
1. That 60mmending February 1st, 1937, ana contin~ng until April 1st, 1937,
the present discount of 50% on taxes for tne years 1931 and 1930 be changed
to 40%, and that atter April ls~ 1937, and until June 3rd, 1937, the diw-
count on said taxes shall be 30~ and then cease;

2. That on February 1st, 1937, and continuing until April 1st, 1937, the
present discount of 75% on taxes for 1929 and prior years, and on all im-
provement liens, be changed to 70%, and that after April 1st, 1937, the
discount shall be 65%; this discount to continue only until the Oity has
retired its delinquent tax notes and interest coupons that matured on and
prior to July 1st, 1934, and then oease; bu.t that these delinquent tax notes
and interest coupons may be received for the faoe amount of said taxes, im-
provement liens and charges at the faoe amount of said tax\notes or coupons
until these delinquent tax notes and interest coupons are retired by the
City, or until suit is brought as provided in Paragraph 3;
3. That the City Attorney be instructed to begin foreolosure prooeedings
immeaiately after June 3rd, 1937, on all worthwhile property on which tax
and improvement lien certificates shall remain unredeemed;
4. That the City Tax Collector be instructed to send to all owners of
worthwhile property now delinquent a statement of taxes, improvement liens,
penalties and interest, as of January 1st, 1937, together with a oopy of
this resolution; and that this resolution be publiShed in The Clearwater
Sun of December 27th, 1936, in an appropriate place as a di~lay advertise-
ment;

5. That the City Tax Collector be further instructed to advert~se from
time to time until June 3rd, 1937, the faot that the City has for sale,
available to any purchaser" tax certificates on all property advertised
as delinquent in 1936, 1935 and prior years, and not already so1d or re-
deemed.
6. That in cases where taxes and improvement liena, penalties and lnte~est
charges shall equal or exoeed the value of the property against which they
are assessed, the City will continue to make settlement of sanw (baaed on
an appraisal pf the property) that will allow owners a substantial equity
in their property.
Passed and adopted by the City Commission of the City ot Olearwater,
F~orida, this 21st day of December, A. Do 1936.
