AN ORDINANCE FIXING RATES AND PROVIDING RULES AND
REGULATIONS FOR THE GOVERNMENT OF TIlE WATER DEPART-
MENT OF THE CITY OF CLEARWATER, FLORIDA.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER,
FLORIDA :

SECTION 1. Any person, f1r.m or corporation within the City of Clear-
water wanting water service must make application for such servioe
oonneotion to City water main, to the Superintendent of the Water
Department, who shall issue permit for such connection and sa1d app11-
oant must pay tapping fee as set forth in Section Two hereof, to the
City. Collector before connection will be made. All taps and conneo-
tions to be made by authorized employees of the Water Department.
Water service conneotion to persona, firms or corporations outside
city limits ar~ to be made by special perDdts, issued by the Superin-
tendent of the Water Department and approved by the City Manager.
SECTION 2. Terms and fees for tapping are as follows : 5/8 inoh in
size, regular house serv10e tap w111 be $10.00 ror tapping, all con-
nections to be extended from water main to outside ourb line. Larger
size taps and connections to be made and cha~ges fixed on oost of
material used and labor for same. 5/8 inch meters and boxes are to be
furnished by the Water Department. Larger size meters to be charged
for at cost, less allowanoe of cost of 5/8 inch size.
SECTION 3. Water rates under the different sohedules to be as follows:
(a) Domestic, (store, office or residential servioe) etc.,

feet per month ; addit1~na1 quantities will be 20cents per 100 oUbio
feet, ~p to 1000 oubic feet, inolusive, and 15 cents per 100 oubio teet

for at cost of mat~~1a~ and labor. This servioe to be used for f1I'e
pro&sct1on onl~, no other conneotion other than fire hose to be allowed
on this service. T.b1s se~~oe to be installed by approva1 of Superin-
tendent of Wata~ Department~ and all va~ve8 on hoae connect~on to be
sealed by~. Valves to be opened only for testing same. and in case
of fi~e within build1ng, the Superintendent ot Water Department ~t be

SECTION 6. All repairs to water s"rvioe pipes :t'rom main mwax-d 1IIl1st be
made at ovm.er's expense. but the Water Department reserves the x-igb.t
and authorl t,. at any time to make all repa1rs f'ront water mains to meter,
same to be oharged to propel'ty owner. All other repairs 1JI11s't be made
by owner.
SECTION 7. All damages to meters, when oaused by destructive negli-
gence on part of consumer will be oharged to consumer, where such
damages ooour.
SECTION 8. Any person, firm or oorporation using water from City Water
Mains for steam boilers 01" hot water plants o~ an, kind will do so at
the1r own risk. Serv10e p1pe tor suoh pux-poaes must have a suitable oheck
valve plaoed 1n water line to prevent hot water backing into water mains.
This valve mst be plaoed w1th the approval of the Superintendent ot the
Water Department. Any damage that may- oocur to meter due to defeot1ve
valves shall be oharged to consumer.
SECTION 9. All water rents and acoounts are due and pa,able montbl~
tol1owing the month in whioh the water i8 usedo Bill tox- same w111/~
mailed to consumer monthly, provided, however~ failure to receive bilJ.
will not constitute a olaim for non-payment o~ the same. All aooounta
will become delinquent f1fteen days following the rendering or the bill.
Water serv10e will be discontinued after b1l1 has beoome del1n~<<Qt and
a turn-on fee of $1.00 will be colleoted when bill is pa1d and water 1d11
be turned on as soon as possible. Complaints tor adjustment of rents
mast be made w1t~n f1ve days after date of bill. otherwise adjustments
will be made on next bill~
SECT ION 10. It shall be unlawful for anyone, not an authox-1zed employee
of' the Water Department to turn on th.e water 'Where the water has been
shnt off for non-payment of water rents, and other aocaants. No 'rater
shall be turned on by Bnlone not an authorized emplolee of the We ::;01'
Department whether it be a new servioe connection or an old sGrvieo
oonnection that has been slmt off fox- causa. Parties wanting 'W8.tel'
turned on shall notify the Water Department, and same will be turned
on within a reasonable time.
SECTION 11. It shall be unlawful fox- anyone, not an authox-1zed emplo:vee
at the Water Department to meddle with or remove shut-off boxes, meter
boxes, and to meddle with or use service shut-off cock, e%cept 1n oase
01' aoo1dent to the piping. or neoesaa~ repairs.
SECTION 12. It shall be unlawful for anyone~ not an authorized employee
of the Water Department 01" the Oity Fire Department, to in any way meddle
with or opel! fire hydrants, gate valves, or to meddle in any wa:,. with
the water works equipment. s1gna1s, etc.
SECTION 13. The Superintendent of the Water Depar~ment or anl person
authorized by- him, shall have aooess (at any reasonable hour of day)
to any prem1~e8 served by the Water Departmen~, ror inspection o~
piping and f~tureso
SECTION 14. Any person who aha11 violate any of the' provisions o~ this
Ordinmce shall upon oonv1ot1on in the Municipa.l Court be tined not
ezceedtng the sum ot $100.00, or imprisoned ~ the City Jail not exoeed-
ing thirty (30) da.ys, ox- by both such fine and impr1sonment, in the
discretion of the MUnic1pal Judge.
SECTION 15. All Ordinanoes or parts of' Ordinances 1n con:f11ot hex-ew! 1ih
are hereby repealed.
SECTION 16. This Ordinance shall taka effect immediately upon its passage.
