ITEM #6 - Chapter 136.
Uniform Development Regulations.
Discussion ensued regarding the parking of boats, oommercial vehicles,
trucks and recreational vehicles in residential zones and how to restrict
that parking.
Two citizens spoke regarding parking of vehicles in residential zones
stating that it needs to be tightened up. One citizen spoke stating there
are many older developments in Clearwater in which it is impossible to
park a vehicle behind the setback lines as there is not enough room between
structures.
Richard Salem, attorney representing the Clearwater Beaoh
Beautification Committee, stated a height bonus should be granted
for constructing parking under a building as the flood plain regulations
require the buildings to be raised. He also requested a grandfather clause
regarding density and structure with a registration provision for such
non-conforming structures. He stated additional setbacks required for
additional height is not appropriate if the additional height is because of
the flood plain regulations.
The City Manager stated there were concerns regarding the setback
requirements for satellite dishes.
Two citizens spoke regarding non-conforming densities and structures
on Clearwater Beach and the need for provisions for allowing people to
build back or redevelop their property.
It was stated that Sec. 136.024(0)(1) needs to be deleted as the City
has no jurisdiction over beer package sales only.
Commissioner Garvey moved to approve Item #6 with the understanding
that amendments will be forthcoming regarding height bonuses, non-
conforming density and structures, vehicle parking, satellite dish
placement and the alcoholic beverage designations. Motion was duly
seconded and carried unanimously.
Consensus of the Commission was to meet at 5 p.m. prior to the
scheduled 6 p.m. meeting of August 29, 1985, to discuss the amendments.
ITEM 07 - Chapter 137.
Administration and Enforcement.
Commissioner Winner requested a definition regarding commercial
vehicles be placed in this section prior to second reading on August 29.
Commissioner Garvey moved to approve Item #1 with the understanding
that a definition of co~nercial vehicle will be included. Motion was
duly seconded and carried unanimously.
