The City Commlss1dn of the City of' Clearwater met in Speoial Session
in the Conference Room, City Hall, Friday, June 28, 1985, at 9:05 a.m.,
with the following members present:

The Mayor called the meeting to order. The purpose of the meeting
was to discuss the following items as listed in the Special Meeting Notioe,
dated June 24, 1985:
ITEM 1 - Workers Compensation and Casualty Insurance Proposals Inoluding
Claima Adjustment Service
The City's current insurance expires on July 1, 1985. Requests for
proposals tor property and oasualty insurance ooverage were sent to
prequalified members of the insurance industry in early April. The only
proposal received was from A. J. Gallagher and Co. Because of' the high
premium costs, self-insurance retention lUnits, loss fund level, and the
fact that no company would provide sufficient umbrella coverage, the City
requested alternative proposals. The request also asked an attempt be made
to find a carrier for the umbrella coverage.
Gerald We~er, Assistant City Manager, reviewed past history and
stated we have had three-year programs but we may not want to assume a
program for three years until the insurance market stabilizes.
Bob Ellis, Risk Management Officer, reviewed the reoommendation.
The recommended program proVides for a $500,000.00 Self-Insured Retention
(SIR) for third-party liability and $100,000.00 SIR for worker's
compensation coverages.
The Alliance Assurance Company, Ltd., an A+XII-rated company, will
proVide third-party coverage froD the $500,000.00 level to $1,000,000.00.
The one million dollar coverage over the first one million has been
proposed to be plaoed with Insurance Exchange of America, Inc., a non-rated
Florida exchange. The City has requested a thirty-day delay in this
placement to determine it this or a greater amount of coverage
can 'be obtained through a rated oompany. If not, this coverage would be
plac~ as 11stedat a cost ot $150,000.00.
