The City Commission of the City of Clearwater met in the Conference
Room at the Chamber of Commerce Thursday, April 25, 1985, at 10:20 a.m.,
with the following members present:

The Mayor called the meeting to order.

Dr. Caffentzis reviewed the points that were brought out during
interviews with the Commission members. Discussion ensued regarding the
need to set a clear direction for City Staff and ways of operating more
efficiently. The need to set priorities was discussed.
The Commission then established five areas on which they wished to
set philosophy and policy statements.
• Those categories are:
1) Fiscal performance.
2) City Commissioners role.
3) Growth goals of Clearwater.
?1) Quality of life.
a) Governments relationship to citizens.
b) Citizens relationship to government.
5) Intragovernmental relationships.

Discussion ensued regarding what is meant by fiscal performance and
the Commissions role in setting a fiscal performance philosophy. By
consensus, the fiscal performance philosophy for the City of Clearwater
is: To provide services to the citizens of Clearwater in the most cost
effective manner. A policy statement to substantiate the philosophy of
the Commission was established as: It shall be the goal of the City of
Clearwater to operate at 1? cost savings of the approved budget for fiscal
year 1985/1986 with goal meaning attitude and best effort, not mandated
performance.
