County Land Use Plan Classifioation for Kapok Tree Inn North
Property.
In granting the City's request to amend the City's Land Use Plan for
this property to High Density Residential, the Pinellas Planning Council
stipulated that the County Land Use Plan classified this property as
Public/Semi-Public thereby limiting the development to the adult oongregate
living faoility use as proposed. The property owner has agreed to the
aotions of the PPC. To finalize this action it is necessary that the City
formally request the Public/Semi-Public classification on the County Land
Use Plan. The PPC has informed the Planning Director that the request
oan be made by letter from the City requiring no additional public hearings
by the City or the PPC.
Consensus of the Commission was to authorize the Planning Direotor
to submit the request to the PPC.

The City Manager reported that steps are being taken to alleviate
the problems occurring at the Dock of the Bay establishment. .
He distributed a flyer that has been produced by the Beach !!!!
Foroe whioh lists the requirements of the new ordinance to alleviate the
rowdyism problem on the beach.
The City Manager also reported he had received a memo from Ream
Wilson, Parks and Recreation Direotor, stating there is a need to remove
stumps that remain trom freeze-damaged trees on Sand Key. He reported
it would oost approximately $9,500 to remove the stumps or they could apply
for a permit to do a controlled burn. Consensus was to apply for a
controlled burn permit.
The City Manager reported he had reoeived a letter from a sign company
requesting penaiseion to put signs on street signs. Commission consensus
was not to allow this to be done.
The City Manager stated this will be Thomas A. Bustin's final
meeting as the City of Clearwater's City Attorney and wished him luck.

An agreement to annex was entered into on April 27, 1984, providing
that at suoh time as it was poSSible under the law, the property would
be annexed. The subject parcel is now contiguous to the City limits and

due.
