Commissioner Garvey questioned whether this was not the identioal
Land Use Plan amendment and Zoning Atlas amendment that was brought before
the Commission previously.
Paula Harvey, Planning Director, stated the item has been changed
considerably. The owner is withdrawing the requested LUP amendment and
revising the zoning request to PS (Professional Services District).
Commissioner Garvey moved to reoeive this request and refer it to
the proper department. MOtion was duly seconded and ~ed
unanimously.
XVII - Other Pending Matters.
ITEM IXVII.a. - Proposed Agreement between the City of Clearwater and the
International Association of Firefighters (I.A.F.F.).
The recommendation is to approve the 3-year collective bargaining
agreement between the City of Clearwater and the firefighters' union
beginning October 1, 1984.
Commissioner Garvey moved to approve the recommendation and that the
appropriate officials be authorized to execute same. MOtion was duly
seoonded and carried unanimously.
~,~ - Verbal Reports.
a. - Proposed County-wide Library System.
The City Manager brought up the problem of the proposed County-wide
Library System and the accelerated time frame in which it's proponents
hope to secure passage of State Legislation.
Linda: Mlelke, Library Director, spoke, reviewing briefly her report
on this proposal. She stated the concept of a County-wide library system
is philisophically good but has too many inequities to be practical.
Consensus of the Commission was opposition to the concept of a County-wide
system in its entirety. The Mayor was directed to state the City's
objection to this proposed system at the Council of Mayors' meeting January
2, 1985.

b. - Report on the Downtown Inspection Program to Implement the Downtown
Property Standards Ordinance.
After two meetings to review the 160 inspections, the Compliance
Committee determined that it needs more time to review each case than 6
months from the effective date of the ordinance. The Committee feels the
logical approach is to take only a portion of these reports at a time.
