The Long-Range Waterfront Planning committee worked with Land Design Research, Inc. and Gee and Jenson, Inc. to prepare the Bayfront Park Improvement Plan. Open space on the waterfront is expanded and enhanced by conversion of parking areas to parks, by redesigning and replanting of existing parks, and by the addition of out-parcels into Clearwater's bay front park system. Staff concerns and comments are documented in their Report on tha Bayfront Plan. In addition to deletion of the community meeting space and designation of the eastern portion of the Sand Castle property for redevelopment, staff notes the following concerns: 1) replacement of parldng spaces removed in the Coachman/Maas lots 2) maintenance of the Bayfront Park system and 3) an operation and management structure to program and organize bayfront activities. The cost of im~lementlng the plan as recommended by staff is estimated to be $10,631,000. The ~ork of the Committee and staff was reviewed and Cy Paumier gave a detailed acoount on the proposal with a slide presentation. It will take 5 to 7 years to complete the plan. Five members oe the Long Range Planning Committee spoke in support of the item. Seven citizens spoke in opposition to the plan stating excessive costs for unnecessary projects, deletion of parking spaces and cost of ~aintenance, as items to be considered. Further comments in support and opposition were made and concerns were raised regarding development on the eastern portion of the Sand Castle property. Stafr was directed to research titles and abstracts of the property to see if there is City entitlement to portions of the Maas Brothers property.
