The consultants were asked to give a presentation. John A. Eggen, President of Needles, Tammen & Bergendoff, Architects and Engineers, Inc., introduced Steve Burnett, Vice-president of David M. Griffith and Associates. They had reviewed the current situtation and made proposals for the most effective complex for the City. They stated they had no personal interest or gain from this project. The Mayor questioned the present City procedure of having staff do part of the work required and contracting out for other portions. Mr. Burnett stated the City's mix is comparable to other cities. Commissioner Calderbank expressed concerns regarding the cost per square foot. Mr. Egan stated that the figures were calculated for a complex facility, not a warehouse. ITEM 145 - Druid Road Extension - Belcher Road to Florida Power Easement (84-19) (Public Works) Overstreet Paving Co., Largo, FL $461,227.10. This project consists of a 3,700-foot-long extension from Belcher Road to the paved portion of Druid Road at the Florida Power easement at U.S. 19. The proposed extension is two lanes wj.th sidewalks on both sides and will serve as an east-west traffic artery to relieve Gulf-to-Bay Boulevard traffic. The Third Quarter Budget Review will propose a transfer of the remaining balance of $289,879.88 from project 315-2111, Druid Road Right-of-Way and propose that the balance of the funding of this project be appropriated from Development Impact Fees and/or the unappropriated, unreserved balance of the Special Development Fund. Concerns have been raised regarding the possibility of the extension going through Grovewood Subdivision. The City does not plan to do this. Commissioner Garvey questioned why there were no bikelanes. The City Manager reported sidewalks would be wider and they would be used for that purpose. ITEM a. - Bulk Purchase of Street Maintenance Slag, (Public Works), 3,500 tons at $12 a ton, Southern Stone Co., Tarpon Springs, FL $50,750. Slag H89 is used in the City's street maintenance program. When purChased in smaller lots by contractors, the normal price is $18 per ton. The City has the opportunity to purchase approxiamtely 3,500 tons of slag at $12 a ton from Southern Stone Company. There will be a $2.50 per ton shipping charge from Tarpon Springs to the City's material storage yard, to make the total cost per ton $14.50. No other suppliers are available for the purchase of slag at this price. The $21,000 savings justifies the sole-source procurement. Commissioner Berfield questioned why the shipping will be done by truck this year instead of train cars as last year. Terry Jennings, representing Public Works, stated the train cars were used for shipments from out-of-state and that trucks will be bringing this material from a local company. The lot being recommended for purchase is one of the few vacant lots remaining in this area which can be used. The owners have agreed to sell the lot for $17,000 which is considered to be fair market value. A budget amendment will be proposed at the Third- Quarter Review to transfer monies from 315-1450, Miscellaneous Pending, to fUnd this effort. Commissioner Berfield questioned whether or not the City has taken a responsibility that should have been the developers'. Staff' indicated that the developer has made improvements and a bond is being held by the City until further work is completed. The problem is occurring due to development prior to the restrictions imposed by current ordinances. The City Manager requested that any Commissioner planning to attend either the National Lea~e of Cities or Florida League of Cities convention to so indicate to staff. He reported the school board, through phone calls, has requested a decision regarding whether or not the City will provide a School Resource Officer to Clearwater High School, by Monday, August 20, 19S4. The school board has indicated that if no decision is made by that time, they will transfer the teacher scheduled for Moccasin Lake Park to Sawgrass Park. The Commissioners expressed ooncerns that they cannot legally guarantee the Resource Officer in the budget at this time. It was stated that if no teacher is prOVided for Moccasin Lake Park, children will have to pay a 25-cents admission fee. The City Manager asked if the Commission desired another work session on the budget. Consensus was that it would be included wtih the September 4 work session if needed. The City Manager reported public hearings are scheduled on the Bayfront Plan and acquisition of the Coconuts property for September 6, 1984. He reported a call had been received by the Budget Office from the Church of Scientology requesting bUdget information from 1973 through 198 1 .
