Disoussion ensued regarding not awarding the contract to a local company and an alleged confusion on the part of Progressive Welding, the local company, regarding the cost-per-mile part of the bid. Bill Evans, representing Progressive Welding stated the original submission did not include a milage charge, such charge was added later along with a resume' at the City's request. ITEM #82 - CDBG Rental Rehabilitation Program, (Community Development). If Congress approves a national rehabilitation program, the city could be allocated $64,700. The program subsidizes the rehabilitation of investor-owned small rental properties within the city's enterprise zones, allowing rental costs to be kept at a level affordable to low and moderate income households. Lois Cormier expressed concerns regarding designation of her neighborhood as a blighted area or enterprise zone. Don Jass of the Community Development Department responded the area has been approved as an enterprise zone, but has not been designated as a blighted area. Commissioner Garvey moved to approve the city's application to participate in the Department of Housing and Urban Development Rental Rehabilitation Program, to approve the Program Operations Manual and to authorize the appropriate officials to execute same. ITEM 193 - Veterans of Foreign Wars, Post 10109 - 1310 North Greenwood Avenue. In June of 1982 the property was declared surplus. At that time the building on the property was being used by V.F.W. Post 10109. In JUly of 1983 the city proposed to sell the property to Thomas and Elizabeth Floyd. V.F.W. representatives appeared before the Commission and requested that they be given an opportunity to buy the building. Commission action allowed the V.F.W. to try and raise the money to buy the building and in the meantime, continue using the building as long as other groups were allowed to use the facilities. Reverend Columbus Bridges of the Vine Baptist Church had requested use of the facilities as a temporary location for Sunday services. The V.F.W. denied permission, stating they had unscheduled activities and were unable to provide him the space. The ohurch has since purohased a permanent sanctuary, but still desires to use the V.F.W. building for other activities and has asked the City Commission to intervene in it's behalf. 285,. '" @ Two motel owners opposing the staff proposal stated they do not have enough parking on the west side of the property for the number of motel units they have and considered the parking on the east side to be part of the motel they purchased. They have problems with vandalism and have been maintaining this area for the past two years. One motel owner was opposed to parking on the east side of the street. A citizen supported enforcement of violations, no pUblic parking on the east side and recommended sidewalks on the east side. Commissioner Calderbank moved to lease parking spaces on the east side of Hamden Drive to those motels that need them with the provision that any renting or sub-leasing of the spaces for other than motel guests' use would cause termination of the lease with the city; any space not leased shall be designated as a "no parldng - tow away zone." ITEM #96 - Telecommunications/Security Surveillance System, Police, Security Engineers Systems, Inc. Meetings between the Police Department staff, Security Engineers Systems, Inc. and Vision Cable representatives resulted in an awareness that the modulation hardware, though adequate, does not meet the high standards essential for trouble-free integration with Vision Cable's system. Interference may occur that would compromise our seourity requirements and create difficulties on other public access channels thus requiring future modification at greater expense. In order to achieve better video resolution and system reliability, the Police Department recommends an upgrade to color cameras and higher quality modulation hardware. The additional funding would utilize the Special Law Enforcement Fund. Commissioner Calderbank moved to amend the purchase order contract 6066, dated August 24, 1983, with Security Engineers Systems, Inc. to increase the total price from $12,210.35 to $18,730.35, and that the appropriate officials be authorized to execute same. MOtion was duly seconded and carried unanimously. ITEM '97 - Clearwater Beach Task Force - Appointments. The Commission requested a task force address the problems that are occurring on Clearwater Beach. The Mayor expressed conoerns that the task force represent a cross-section of the community and recommended some categories from which to appoint people. Commissioner Garvey suggested each Commissioner appoint two and that those members bring in others from the community. Discussion ensued regarding how soon to appoint the members and when a report should be forthcoming to the Commission. SUB-84-9. Plans are to subdivide the property into 63 single-family lots. Access to the property will be from a 50-foot entrance road extending from Landmark Drive to the subdivision and located north of Landmark Woods 2nd Addition. The roadway system within the subdivision will be private and maintained by the homeowners. Commissioner Garvey reported her concern regarding the naming of the streets has been resolved. Curt Kiser, attorney for the applicant, agreed to the conditions. William C. Baker, representing Public Works, expressed conoerns for protection and preservation of the wetland area. Discussion ensued on how to best assure its protection. ITEM 610~ - A Public Hearing on Lot Clearing Violations, List #84-11. Complaints of lots needing to be cleared have been investigated by the Sanitation Division and owners were notified by certi~ied mail to clear the property within ten days or a pUblic hearing would be held to authorize clearance. List #84-11 with two property owners who ~ailed to clear their property within the ten days was presented. One of the lots had been cleared. City Inspeotor Albert Brandenberger stated the lot remaining to be cleared constituted a menace to pUblic health, safety, and welfare. Commissioner Garvey moved to authorize clearance of the property in violation of Ordinanoe 11894, and billing of the property owners ~or costs and/or administrative charges and that the appropriate officials be authorized to execute same. MOtion was duly seconded and carried unanimously. Frank J. McQuire spOke regarding a continuing problem on Keene Road. He stated the property has been cleared, however, continued dumping causes the problem to recur. He requested assistanoe in eliminating the problem.
