Over the past few years Mainstem Corporation has placed greater
emphasis on the data processing part of their services rather than the
advisory servioe for which the City contracted with them. A search took
place for a replacement system that would allow the maintenance management
in-house. Set criteria were used for evaluating the systems considered
and K-Squared was determined to be the superior system.
Commissioner Berfield expressed concerns regarding the different
computer equipment and systems and when they will be tied together.
Commissioner Calderbank moved to approve the agreement and that the
appropriate officials be authorized to execute same. Motion was duly
seconded. Upon the vote being taken, Commissioners Garvey, Calderbank,
Justice and the Mayor voted "Ayefl. Commissioner Berfield voted "Nay."

ITEM #104 - City-Owned & Maintained Street Lighting System (Central
Services/Traffic Engr.).
The city currently rents its street lighting system from Florida Power
Corporation. Due to increases in the rates over the last few years the
city has been investigating purchasing the system. Toe cost for the
project is estimated at $3,777,720 and will require a bond issue to
finance. The savings in rental rates will offset the oapital costs.
Commissioner Berfield expressed concerns regarding whether or not
the projected savings are assured. He felt the Commission should meet
with Florida Power and discuss the options.

Commissioner Calderbank moved to approve the concept of a city-owned
and maintained street lighting system and to authorize the development
of a bond issue tor the installation of such a system. Motion was duly

ITEM 1105 - RefUndins 1977 and 1978 Revenue Bonds (Finanoe).
A new teohnique has recel1tly surfaced whioh enables a municipality to
refund certain types of revenue bond iS8ues and produoe substantial debt
service savings, even though the rate on the refunding bonds exoeeds the
rate on the refunded bonds.
Dan Deignan, Finance Direotor, explained the technical prooess whioh
involves transferring the unfulfilled portion of a forward supply contraot
into the esorow fund for the new bonds, thereby boosting the permitted
yield on these seourities from their present rate of about 7 7/8S up to
the aotual intel'est rate realized on the refunding issue estimated at 11%.
The present value of debt service savings is estimated to be $1,509,203
for the first year and a savin.gs over the entire life of the bond issue
of $4,403,423. There has been competent legal opinion that this
transaotion does not violate current arbitrage regulations, but there is
oonoern the Treasury may issue new regulations which would prohibit suoh
transaotions in the future. All contraots, agreements and other doouments
will be brought back to the Commission ~or final review and approval.
Commissioner Calderbank requested a list of the options for use of
the funds.
Commissioner Garvey moved to approve the ooncept of refunding the
series 1978 Utility Revenue Bonds, the series 1977 Utilities Tax and
Bridge Revenue Bonds and the series 1977 Utility Tax Revenue Bonds, and
to authorize city starr to proceed with preliminary investigations and

A landscape proposal for Memorial Causeway has been submitted by the
Clearwater Beaoh Assooiation for consideration and approval by the city.
Funding for the acquisition and installation of the materials would be
by the Association and, the private oommunity. City approval or the projeot
is required to enable them to commence fUnd raising efforts.
Jack Siebenthaler, landsoape architect, said he had a firm written
estimate from a private company for maintenance of the landscape plan of
$21,680 per year.
Discussion ensued regarding how muoh funding will be needed from
the city. Nancy Pappas of the Clearwater Beach Assooiation reported they
hoped to raise the entire amount through pl'ivate donations, however, the
city may be oalled upon to assist. Concerns regarding replacement of
the sprinlcer systems were disOllssod.

ITEM 110 - Resolution '8~- 1 Seaboard S stem Railroad reements,
covering installation of three "gas mains under their tracks at Florida
Ave, SR-584 and U.S. Alt. 19 to enable the City to supply natural gas to
Tar-pon Spri.ngs.
Commissioner Calderbank moved to approve the agreement with Seaboard
System Railroad, to pass and adopt Resolution #84-51 and to authorize the
appropriate officials to exeoute same. Motion was duly seconded. Upon

ITEM #108 - Water System Network Analysis, Utilities; Br-iley, Wild &
Associates, $150,000 (est maximum).
A complete water system network analysis of flows and pressures
throughout the City is included in the proposed 1984 Water and Sewer
Revenue Bond Issue. An analysis has never been performed and should
preoede other work proposed under the bond issue. Briley, Wild &
Associates will proceed with the development of the analysis on a time
and aaterial basis under the terms of our eXisting oontract. The analysis
will require in excess of 6 months to complete and will allow us to more
quickly develop projects proposed under the bond issue.
~ommissioner Calderbank moved to authorize the city's consulting
engineers, Briley, Wild & Associates to proceed with the water system
network analysis for an estimated cost or $150,000. MDtioD was duly

ITEH 110~ - Street Ends on Clearwater Beach.
The obstruction of street ends on Clearwater Beach has been an ongoing
problem. Host have been cleared in accordance with Commission direction.
Jim Hartin, whose hedge partially blocks the Gardenia Street end
stated the hedge has been in existence over 30 years. Ke has maintained
th~ nedge and has had no complaints from people being unable to access
the waterfront and the hedge will assist in retaining the land should a
major sto~ occur.
A citizen spoke in support of the hedge remaining.
Discussion ensued regarding the Commission's intent to make it Clearly
evidont that these are public accesses to the waterfront.
Commissioner Garvey moved that the hedge be maintained at a 30-inch
height and the eastern half be removed. Motion was duly seconded. Upon
the vote being taken, Commissioners Garvey and Ber~ield voted "Aye";
Commissioners Calderbank and Justice and the Mayor voted "Nay." IDt10a

Conoerns have been expressed regarding potential development of the
area north and south of Drew Street and west of U.S. 19. These ooncerns
oenter on the amount of traffio that would be generated from the
development of these areas, partioularly in light of the already expeoted
inorease on Drev Street as a result of the oonstruction of Park Place.
Should the zoning be changed to a less intensive use, it would reduce the
traffio impaot on this node.
Paula Harvey of the Planning Department reviewed the alternatives
and the impaot associated with eaoh.

An orange grove is located on City of Clearwater property in
Hillsborough County and is used for sludge disposal. Due to freeze damage
to the trees, the grove requ~res immediate attention for the application
of fertilizer (Sludgi) and weed control. The city does not have the
necessary speoialized grove equipment.
As a member ot the Blue Key Citrus Growers' Cooperative, the city
obtained lower contraot and proourement prices and a tractor was located
with tbe neoessary attachments at a price of $21,093. Based on the
foregoing, and to gain a maximum orop yield and proteot trees from further

XIX - Verbal Reports.
A letter from Dr. Gilbert Jannelli regarding an offer for the city
to purohase the property n~~ded for the J. K. Financial Development was
disoussed. The consensus was to take no action on his proposal and to
move forward on the oondemnation procedures.
Commissioner Calderbank requested preparation of a report giving the
prices of property sold in the downtown area in the last five years;
the taxable value or the downtown properties a year prior to the
establishment of the downtown district zoning, and the taxes after the
implementation of that zoning.
Dates for the budget work sessions were set as May 16, 9 a.m. to
5 p.m. and May 23 from 9 a.m. to 1 p.m.
The City Manager requested approval to acknowledge letters by phone
rather than through the mails. Consensus was to try it to see if it does
save starr time and money.

Complaints of lots needing to be cleared have been investigated by the
Sanitation Division and owners were notified by certified mail to olear the
property within ten days or a publiC hearing would be held to authorize

List 184-8 with two property owners who failed to clear their property
within the ten days was presented. City Inspeotor Albert Brandenberger
stated the property located at the corner of Hart street and ~rtle Avenue
hEU not beerl oleared but the property on Harbor Drive had been. He said
the lot remaining to be cleared constituted a menace to public health,
safety, and "elfare.
