ITEM '84 - Firat Reading. Ordinanoe '3561-84. Enaot a new Seo 121.29.1 to
provide for Rulea and Rog~latlons for Towing of Vehioles Parked on private
property: towing. eto.
Bob Walker, Assistant City Attorney, reported the Ordinanoe was
drafted to respond to a problem on Clearwater Beaoh relating to towing and
impounding of vehioles. A nuaber of oitizen's oomplaints had been reoeived
by the Polioe Department and the~e was no reoourse for oitizens. The
Ordinanoe establishes a new section to ~egulate towing ot vehioles parked
on private property and provides for the liability of oosts.
Chuok Cordalo, owner and operator of Chuok's Towing Servioe, responded
to the oitizen's complaints and spoke in support of the ordinanoe.
Commissioner Calderbank moved to amend Ordinanoe 3561-84, by deleting
Seotion 5 in its entirety and s~bstituting a new Section 5 to read as
follows: "Notice or the proposed enaotment of this ordinanoe has been
properly advertised in a newspaper of general oi~oulation in acoordanoe
with Seotion 166.041, Florida Statutes". HDtloD was duly seoonded and
oarried unanimously.
Commissioner Calderbank ~oved to amend the title of the Ordinanoe by
deleting the fOllowing: "and deolaring that a publio emergenoy exists
affeoting the welfare of the citizens of the City of Claarwaterw. MDtioD
