Commissioner Garvey moved to approve replacement of 10 and 12-hour
parking meters in the Marina and Memorial Civic Center Parking Lots with
1-hour meters at the revised rate of $.20 per hour for a 6-month trial
period; to authorize the sale of i-day parking permits at $.50 each and all-
day permits at $1.00 each to oommercial passenger-carrying vessels for use
by customers; to authorize continued sale of monthly parking permits to
Marina tenants and employees at the rate of $10.00 per month; and that the
appropriate officials be authorized to execute same. Motion was duly

validation hearing, Judge Harry Fogle disallowed the inolusion of the "debt"

ITEM 145 - New Construction Surohar~e for Gas Customers.
The City plans to assess a 3.5-cent per therm surcharge in the new
service areas of the expanded gas system to allow for added service costs
away from the core area and to help pay some of the construction costs.
This surcharge is included in the franchise agreement negotiated with Tarpon
Spr'ings. Revenue from this suroharge has also been included in projections
of revenue generated by the bond issue. This surcharge will not increase
bills of current City or service area customers of the gas system. Total
oonstruction surcharge income could reach $175,000 per year by the year
2000.

Major improvements are needed to improve water quality and distribution
of water within our system by: 1) replaoing approximately 89 miles of
deteriorated and small galvanized watez' mains; 2) providing a network
analysis of the entire system; 3) connecting deadend lines; ~) creating a
water constr'uction crew to do some of the work and increase our maintenance
capability; and 5) add a second story to the existing Water Service Building
for maintaining and administering the system.
Because of cost and need the recommendation is to develop a Water
Revenue Bond Issue of approximately $16,100,000. Funding for the repayment
of the bond issue may come from the following sources: 1) existing CIP Funds
from R&R $200,000 per year; 2) establishment of a minimal charge for lawn
meters $75,000 per year; and 3) a water rate increase of approximately $1.51
per customer per month for a total revenue of $1,275,000 per year. A five-
man City construction crew would install isolated or small main
replacements/additions that would be uneconomical to contract out to private
companies. Future development within the City water service area will make
this additional personnel and equipment a necessity after work on this
project is completed. Commission questioned the source of funding to finance
salaries of the construction crew beyond the term of this project.

ijond Issue and that the appropriate officials be authorized to execute same.

ITEM 047 - Police Vehicles.
Forty Police vehicles need to be replaced. The Town of Indian River
Shores, FL, has requested two vehicles be ordered for their use.
Commissioner Garvey moved to award a contract to purchase 40 new 1984
Dodge Diplomat Sedans with police package (15 with AM radios and 25 without
radios) from Kenyon DOdge, Clearwater, for a total price of $405,931.80,
less $6~,200 for trade-ins and $400 prompt payment, net total delivered prioe
$3~1,331.80 which is the lowest responsive and responsible bid submitted
in accordance with the specifications and that the appropriate officials
be authorized to execute same. HotlOD was duly seconded and carried
unanimously.
Commissioner Calderbank questioned the seemingly low trade-in the City
is receiving. Staff will seek alternatives.

ITEM #49 - Ocoupational Lioense Revision - Proposed Ordinanoe.
In preparation for a review of the City's ordinanoe on Oocupational
Lioense, 203 munioipalities were oontaoted, 146 of whioh responded with
copies of their or'dinance. Two major guidelines were established in
reviewing proposed ohanges: 1) that no new ground would be broken; and 2)
that fee and tax ohanges would be for aOhieving a more equitable tax
distribution and recovering the cost of regulation.
David Dick, representing the Independent Beverage Dealers, Tallahassee,
spoke in opposition stating the ordinanoe is not consistent with Florida
Statutes. He also presented a recent attorney general's opinion which states
regulatory fees are not permitted on alcoholic beverages.
