ITEM 187 - Pinell~~ County Arts Council Lease - Haven House.
The property at 402 Pierce Boulevard has been declared surplus in order
to lease for pUblic purposes. A request for proposal to lease was issued
and in response, two lease proposals were reoeived.
Creative Artists Guild proposed $1.00 pel' year rental and the Pinellas
County Arts COlmcil proposod a $250 per month ($6,000) annual rental.
Commissioner Garvey moved to approve a lease agreement for Haven House
with the Pinellas County Arts Council and that the appropriate officials
be authorized to execute SamG. MOt1oD was duly seconded and aerried
unanimously.

An incentive bonas has been offered to the contraotor in the amount
or $673 per day for final acceptance prior to March 13, 1984. with the
incentive not to exceed $70,000. Relocation of an entrance has created
additional work for the contractor and he requested the time frame be
extended from November 30 to December 15 for the parking area exclusive of
the road work and to January 1. 1984, for the roadway improvements.
If the parking area work is completed by December 15. 1983. and the
roadway by January 3, 1984, the maximum bonus will be paid. Any delay in
either part of the project reduces the bonus earned.
Commissioner Garvey moved to approve the ohange order as recommended
and that the appropriate officials be authorized to execute same. Mb~ica

Commissioner Berfield questioned the sale of topSOil frcm the area.
The City Manager reported the contract allows the contractor to remove and
sell whatever topsoil is avai.lable, but he has agreed to make available top
soil for PACT.
ITEM"89 - PreliminarY Site Plan for Keene TownhousesJ Tract Df Montclair
Lake Estates in Seo. 1-29712; located on the N side of Montclair Rcad,
E of Keene Road (Keene, Inc.) PSP-83-52.
The developer plans 13 townhouses on the property and there is an
existing swimming pool which will remain. Staff has concerns, which must
be addressed with a revised preli~dnary site plan submission, as follows:
the number of units be reduced to not exoeed a maximum net density of eight
units per net acre; the dumpster to be relooated; building height to be shown
in feet; on-site retention be provided; ola~ification of the term
"townhouses"; infoMmation regarding appraised land value and development-
construction costs; and verification of the assessed just value. There is,
in addition to the above ooncerns, a ciroulation problem.
Commissioner Garvey moved to reject the preliminary site plan. MotloD

The City Manager reported a meeting will be held at the Annex as
requested by Neighborhood Housi~ Services on January ". 1984, at 7:30
p.m. to disouss conoerns with residents of the South Greenwood
neighborhood. Staff will be present.
He reported tbe City had received three first-day-issue Project Mercury
EnveloDes from Pinellas County Industry Council. They will be placed on
display in the Library.
Deregulation or street' and outdoor lighting will be considered by the
P.S.C. at a pUblic hearing February 9, 1984, and if approved, will result
in increased costs to th$ C~ty and consumers.

Plans are to develop 112 multi-family units on lots owned in fee
simple, with the remaining property designated as common area to be
maintained by a homeowners' assooiation.
Commissioner Calderbank moved to approve the request subjeot to the
following oonditions: 1) a bicycle path be provided through the project
to acoommodate bike traffic to Eisenhower Elementary Sohool, the location
of such path to be approved by the Parks and Recreation Direotor; and 2)
the requisite initial building permit(s) be procured within six months
from the date of City Commission approval at final ordinanoe reading of
the RPD zoning and all oertifioates(s) of oocupanoy be prooured within
three years from the date of issuanoe of the initial building permit; and
to direot the City Attorney to prepare an ordinanoe; AID to approve the
preliminary subdivision plat subjeot to the following oonditions: 1) all
required easements be granted; 2) platting doouments include a statement
whioh provides for the City's ability to plaoe a lien on the individually-
owned properties in the event improvements are made by the City to the
property under common ownership; 3) final plat be reoorded prior to the

Commissioner Garve~ requested a review of the proposal to inorease
traffio fines to $15 as the State law maximum is $15; therefore, there is
no penalty for not paying promptly.
She also noted that Senator Jeanne Ma,lohon is proposing a bottle
~ for the State of Florida and requested support for the bill.
Commissioner Justioe questioned the status of the Bandshell. The
City Manager responded that Parks and Reoreation is responsible for the
operation.
The City Manager reported David Healey, Planning Direotor, will be
leaving the City in January to acoept employment with private industry.
