Laurence Miller prepared a three-dimensional collage which consists
of hand-oolored photographs and depict all of the previous 19 Artist-in-
Residence works of art commissioned by the City since 1977. The collage
is on display on the third floor of City Hall. By unanimous consent, the
Commission aocepted the exhibit and presented a $2,000 check to Mr. Miller.

ITEM '128 - Zonirut Code Tq"t Change. Seo. 1~1.150(d) to Provide for the
Termination of Prohibited Uses in the Downtown DeveloDment District.
Seleoted uses have been determined to be inoonsistent and incompatible
with the purpose of the Downtown Development Distriot and the City's
redevelopment erforts and are expressly prohibited. This amen~nt would
expand on the existing lan~age to require the termination of such uses
upon the expi~tion of their current contract and to place ouoh uses on
notice tnat upon the expiration of their ourrent arrangewent they' need
to consider relocation outside ot the Downtown Development District.
The Planning Direotor reported the Downtown Development Distriot
exoludes blood plasma centers, facilities and operations precluded by
Chapters 75 and 82 of the Code, and suoh other adult or ero~ic activities
or businesses as are prohibited by state statute. An addi'tional paragraph
has been added that will require all suoh uses be notified by November
15, 1983, that no renewal extension. alteration or other act designed to
extend the current basis under which such uses occupy the premises in wbich
they are located shall be allowed and each such use will be provided
written notification of this requirement prior to November 15. 1983.
Charles Finton spoke in support of the Blood Plasma Center as it
provides a service to the community.
The City Attorney stated that it was a prohibited use in the Downtown
Distriot and thus beoame a non-conforming use.
Commissioner Calderbank moved to approve the zoning ordinance text
change and to direct the City Attorney to include in an ordinance.

xx - Other Commission Aotion.
The City Manager reported a request from the Airpark operator for
the use of the fenced-ofr area during Superb owl weekend for tying down
aircraft.
Commissioner Garvey requested the Fire Inspectors, when inspeoting
premises, cbeck for posted "No Smoking" signs. She suggested a Joint
meeting with the Scbool Board. A tentative date of December 12 was set
and an agenda prepared on the items to be disoussed.
She also requested a copy of the County Health Officer's rules and
regulations for restaurant workers.
She encouraged those watching the proceedings on Vision Cable to vote
on November 8 on the Transit Unification issue.
She noted a petition oontaining 248 signatures was reoeived from the
Tropic Hills Homeowners' Association requesting Lokey Motors be prohibited
fram using Tropic Hills Drive as an aocess. It also addroased the Board
of Adjustment and Appeals on Zoning's approval of a special exception to
Lokey Motors to have a new and used oar dealership on the northwest corner
of U.S. 19 and Tropic Hills Drive.
