Motion was duly seconded and carried unanimously. Amendment 2 has been proposed by members of the Firemen's Plan to increase their benefits by eliminating the current 4% per year cap on the cost-of-living increase (the provision limiting aggregate cost-of-living increases not to exceed 100% of the initial benefit, is to be retained). In 1972 the Firemen volun- tarily reduced their benefits from an unlimited cost of living provision to the 4% limitation. However, economic circumstances have changed, making that reduction in benefits more burdensome than contemplated in 1972. This change will add more tban $850,000 of additional cost to the City for tbe Firemen's Pension Plan over a 26-year period. The recommendation is not to endorse this amendment as the City has no obligation to provide the participants in the Firemen's Relief and Pension Plan with a superior benefit not available to all other City employees~ Fire Lt. R. Robinson, representing the fire fighters under this pension plan, spoke in support of the proposal to eliminate the 4% cost-of-living cap. Motion was duly seconded. Upon the vote being taken~ Commissioners Moore, Hatchett and Stephan and the Mayor voted "Aye"; Commis- sioner Garvey voted "Nay." Motion carried. ITEM #2 - Official Visit to Nagano City, Japan. K Sister City relationship has existed between the City of Clearwater and Nagano City for over 22 years.
