publIC hearrngn IS to have a staff presentation followed by the applicant presenting his
specific proposal. The Commission will then hear comments from the proponents followed by
comments by the opponents, and then the applicant will be given an opportunity to close. At that
time, the public hearing portion will be closed and the City Commission will make a decision.

Zoning, Section 35.08 Non-conforming Uses. The Planning
Director reported research is being conducted.
ITEM #7 - Dinner Cruise/Excursion Vessel
A proposal has been received from Anderson Bay Cruises,
Inc., for a vessel to be located at the site of the old
Bayfront bait pier. A new 200 foot "T" pier will be con-
structed at a total cost of $76,000.

Commissioner Hatchett moved to authorize demolition of
the old baithouse pier on the Bayfront, South of Memorial
Causeway, replacement with a 200 ft. "T" pier, at a cost of
$76,000, to approve the license agreement with Ande~son Bay
Cruises, Inc., for non-exclusive use of a portion of the pier
for seasonal dockage of a Dinner Cruise Vessel for a ten(10)
year period for the total sum of $80,000, with a five year
additional option period at terms to be negotiated upon
expiration of the original agreement, paragraph 10 amended to
read, "Licensee shall have the right to erect or place a
structure on the pier subject to approval by City Staff,"
subject to receiving appropriate permits from the County and
State, and that the appropriate officials be authorized to
execute same. Motion was duly seconded and carried unanimously.
ITEM #8 - Assignment of Priorities for Areawide Analysis of
Rezonings and rand Use Plan Amendments -
When the Comprehensive Land Use Plan was adopted in
November 1979, many areas of the City were classified under the
Land Use Plan in conflict with the previously established zoning
designations. The 25 areas to be reconsidered were subsequently
reduced to 19 areas. Commission discussed various orders of
priority.
Commissioner Calderbank moved to approve the following
priority schedule for reconciling outstanding inconsistencies
between the Land Use Plan and the Zoning Atlas.

Commissioner Garvey moved to approve the vacation request
subject to a drainage and utility easement over the existing
utility lines and a 100 ft. diameter cul-de-sac at the East
end of North Pine Street, and the City Attorney directed to
i.nclude. this in an ordinance. Motion was duly seconded. There
were no citizens to speak and motion carried unanimously.
ITEM #19 - LUP Amendment from Low Density Residential to High
Density Residential for Lots 34-37, BlocK C, Basadena Sub.,
Sec. 15-29-15 (Weaver) LUP 81-3.
The property is located approximately SO feet east of the
SE intersection of Drew Street and Greenwood Ave. The site
is developed with a residence which has been converted to five
apartments.
Art Damon, representative, stated the request for High
Density Residential would place the property in conformance
with the neighborhood which is constructed with duplexes.
The Planning Director reported the area north and south of
Drew Street, between Greenwood and Northeast Cleveland is
Residential with the north side of Drew Street being zoned
RS-SO with single family homes.
Commissioner Kelly moved to deny the requested LUP Amend-
ment. Motion was duly seconded. There were no citizens to
speak and motion carried unanimously.
ITEM #20 - LUP Amendment from Low Density Residential to
Residential/Office and a Zoning Amendment from RS-SO to PS
(Profes s ional Services) (Weiss) - LUP 81-4, Z8l-1. Suburb Beautiful
The property is located at the SW intersection of Turner
Street and Phoenix Ave. and developed with a single family
residence. The change in zoning would allow the conversion of
the residence to a professional office. Stan 'Weiss, applicant,
stated the house is too large for single family residential
use and cannot be converted to a duplex and meet the zoning
requirements. One letter of objection and four telephone calls
in objection were reported for the record.
CommissioneT Garvey moved to deny the LUP and Zoning
Amendment requests. Motion was duly seconded. There were no
citizens to speak and motion carried unanimously.
ITEM #21 ~ Annexations

(Bowers, Brock, Ho1tom) Annex 81-3. ~
Lots 1 and 2 are located north and south of Scott Street
and Lot 19 is located nOTth of Crown Street. The lots are
developed with single family residences and the applicants
are requesting annexation in order to obtain City services.
Commissioner Garvey moved to approve the request and the
City Attorney directed to include this in an Ordinance. Motion
was duly seconded. There were no citizens to speak and motion
carried unanimously.
