Motion was duly seconded an~ carried unanimously. ITEM #18 - Truck Traffic on Belcher Road/Countryside Boulevard. Residents of the Woodgate area requested a Public Hearing to determine whether truck traffic should be removed from Belcher Rd. and Countryside Blvd., from Sunset Point Road north to u.S. 19. Richard Green, President of Woodgate Homeowners Association #2 spoke in support of removing the truck traffic and presented three letters from David Berry, President of Northwood Estates Homeowners Association, J. Kane, Landmark Homeowners Association and D. Wells, Clubhouse Homeowners Association, and a petition from Village On the Green, with 160 signatures, all in support of removal of truck traffic. Eleven citizens spoke in support of a ban on truck traffic, citing noise, safety and health reasons. Keith Crawford, Traffic Engineer, reported the City could only remove truck traffic on the portion of Belcher Rd. in the City. He stated the heaviest traffic is currently on Sunset Point Rd.and U.S. 19, but that Belcher Road has fewer intersections and would be considerably safer. To deploy truck traffic away from Belcher will be costly for the truckers. Truck traffic on Belcher Rd.mainly comes from the Industrial Park area. Pinellas County has not officially adopted a truck route system but one is under consideration. Doug Mullis, Pinellas County Traffic Engineer, reported on the proposed County system and stated that roads are built for public use. Commissioner Hatchett reported the Metropolitian Planning Organization is concerned about truck traffic and is doing a study on Pinellas County, addressing many areas. He suggested waiting to make a decision until the study had been finished. Commissioner Kelly moved to remove truck traffic from Belcher Rd..and Countryside Blvd., between Sunset Point Rd. and U. S. 1.9 from 6:00 p.m. to 6:00 a.m. Motion was duly seconded and carried unanimously. By unanimous consent,the Commission agreed to set the effective date as May 18, 1981, and the City Manager was requested to advise Pine11as County, Board of County Commissioners, of the action taken. Commission recessed from 10:20 p.m. and reconvened at 10:34 p.m. Officer Jordan replaced Police Chief Klein. ITEM #19 - Community Impact Statement and Site Develo ment Plan for RPD-15 (Residential Planned Deve opment Dlstr~ct Zonlng or East Drew Condo~iniums, M&B 12-2, SW! of Sec 8-29-16 (U.S~ Home Corporation. . The property is located at the northeast intersection of Drew St. and Fairwood Ave. and is currently vacant. A prior agree- ment approved a transfer of density to Parcel E, the subject property, which will allow a maximum of 238 dwelling units.
