Marcia Hoffman, chairman of the Florida Gulf Coast Symphony,
stated they could be very flexible as their fiscal year ends May
31st. Discussion ensued regarding whether or not this would
become a yearly event.
Commissioner Hatchett moved to transfer $2,500 from the
Economic Development Committee Budget for fiscal year 1980/81 as
partial funding for the Florida Gulf Coast Symphony Concerts,
transferring it to code #92l0-8l0,and to instruct the City Manager
to consider including in the 1981/82 operating budget, a funding
allocation for the Florida Gulf Coast Symphony, Inc. Motion
was duly seconded and carried unanimously.
Commission returned to ITEM #7.
ITEM #7 - Airpark Authority.
On April 2, 1981, the City Commission adopted Ordinance
#2306-81 which established an Airpark Authority. In accordance
with that ordinance the designated interest groups from whom
noniminations were to be solicited have been contacted. The
Northeast Clearwater Civic Association has declined to partici-
pate in the nominating process.
Commissioner Garvey moved to appoint Marjorie H. Shoaff as
the League of Women Voters representative to the Airport Authority.
Motioh was duly seconded. Upon the vote being taken Commissioners
Garvey and Kelly voted "Aye"; Commissioners Hatchett, Ca1derbank,
and the Mayor voted "Nay". Motion failed.
Commissioner Hatchett moved to appoint Patsy McFrederick as
the League of Women Voters representative on the Airport Authority.
Motion was duly seconded. Upon the vote being taken Commissioners
Hatchett, Kelly, Calderbank and the Mayor voted "Aye"; Commissioner
Garvey voted "Nay".
Commissioner Ca1derbank moved to appoint Elwood L. Smith as
the "Save the Airport" committee representative to the Airport
Authority. Motion was duly seconded. Upon the vote being taken
Commissioners Hatctlett,Kelly, Calderbank and the Mayor voted "Aye";
Commissioner Garvey voted "Nay".
Commissioner Garvey moved to appoint William L. Bassett, Jr.
as the Chamber of Commerce representative to the Airport Authority.
Motion was duly seconded and carried unanimously.
It was the consensus of the Commission to continue the appoint-
ment of the At-Large and Neighborhood representatives until the
next meeting. This would allow more names to be submitted and time
to review their resumes.
ITEM #8 - Mid Year Budget Review.
Commissioner Kelly moved to amend Ordinance #2383-81 by reducing
the operating budget by $300,000. Motion was duly seconded.
Discussion ensued regarding who would decide where the cuts were to
be made.
Upon the vote being taken Commissioner Kelly voted "Aye"; Com-
missioners Hatchett, Garvey, Ca1derbank and the Mayor voted "Nay".
Motion failed.

The property is located on the north side of Sunset Point
Road, east of the Seaboard Coast Line Railroad. The site is
dovclopod with the Normandy Apartments and contains 1.17 acres
M.O.L. Thore are 33 apartment units with a net density of
approximately 28 units per acres. The current LUP classification
is High Density Residential.

Commissioner Kelly moved to approve the zoning atlas amend-
ment to RM-20 for Lot 29, Blk. A, Sunset Point Replat and Lots 1
and 2, Blk. G, Sunset Point, 2nd Addition, and direct the City
Attorney to include this in an ordinance. Motion was duly
seconded and carried unanimously.

George Greer, Attorney representing Key-West Towers, the
owners of Lot 28 reviewed the histroic background on the property
and stated he and his client concur witb tbe recommendation of the
Planning and Zoning Board and Staff.
The Planning and Zoning Board at its mee~1ng of May 5, 1981~
recommended approval of LUP classification of High Density
Residential and RM-20 zoning for Lot 28; however, they recommend
a LUP classification of Medium Density Residential and RM-12
zoning for Lots 22-27.
Commissioner Hatchett moved to approve theLUP classification
of High Density Residential and RM-20 zoning for 'Lot 28, BIK. A
Sunset Point Rep1at and direct the City Attorney to include this
in an ordinance and to deny the requested High Density Residential
LUP classification and RM-20 zoning for Lots' 22-27, Blk. A,
Sunset Point RepIat and direct the City Clerk to advertise the
LUP amendment from Low Density Residential to Medium Density
Residential, and a zoning atlas amendment from CTF-28 to RM-I2 for
said property. Motion was duly seconded and carried unanimously.
Tbe property is located on the nortb side of Sunset Point Rd.;-
east and west of Overbrook Ave. The area is developed with apart-
ments, single family residences~ and a print shop. Total acreage
is .78 acre M.O.L.
