CITY COMMISSION MBBTING
September 27, 1979
The City Commission of the City of Clearwater met in
special session at the City Hall, Thursday, September 27,
1979, at 6:20 p.m., with the following members present:

The Mayor called the meeting to order and led the Pledge '
of Allegiance. A moment of silent prayer was observed.
The City Attorney reported the purpose of the meeting
was to pass and adopt on second reading, Ordinance R2006, to
adopt a rate of taxation in excess of the certified millage
for the fiscal year beginning October 1, 1979, and ending
September 30, 1980, as required in Florida Statutes Section
200.065. Two public hearings and notices of intent to exceed
the certified millage were published in a newspaper' of general
circulation.
Several citizens were oposed to the increase and one
citizen was opposed to the tax~free property of churches and
retirement homes and recommended a change in the tax structure.'
Jeff Butler, Assistant City Manager, reported the increase
would amount to .6816 mills over last year's tax:millage,
which equates to 69~ per thousand dollars of assessed. valuation.
The Mayor and Commissioners DeBlaker and Moore spoke in
support of the millage increase, as postponing this increase
could possibly require a cut in services and road and drainage
improvements were badly needed.
Commissioner Nunamaker spoke in opposition to the increase
and requested some of the capital improvement projects be
~',deleted. However, he was in support of the $1,000,000 to' be .
.' allocated for road and drainage improvements, with the deletions
:" to come from other projects.

In response to a hypothetical question that there is
$40,000,000 in tax-free property owned by churches, etc.,
within the City, the $40,000,000 would equate to approxi-
mately $240,000 in additional tax revenue f~r the City.

Several citizens spoke in support of increasins 'employ-
.ment and a program for retirees to work on City projects to
pay their taxes, that inefficient employees be~'terminated,
that the City hold the line and set a standard for the rest
of the Country, and for more efficiency in government.
The City Attorney presented Ordinance 02006 for second
reading and stated he would Tead by title only unless there
was a request to read in its entirety. The ordinance was
read by title only. Commisioner DeBlaker moved to pass and
adopt Ordinance H2006 on second and final reading and to .
atithorize'the, appropriate officials to execute same. Com-
missioner Moore seconded the motion. Commissioner Nunamaker
again.requested that there be no tax mi.llageincrease. Upon'
roll call the vote was: " ,
