" ."i CITY COMMISSION MBBTING September 1&, 1979 The City Commission of the City of Clearwater met in special session at the City Hall, Tuesday, September 18, 1979, at 6 p.m., with,the following members present: Charles F. LeCher William Nunamaker Karleen F. DeBlaker *Richard E. Tenney Marvin Moore Mayor/Commissioner Vice-Mayor/Commissioner Commissioner Commissioner Commissioner *Commissioner Tenney arrived at 6:20 p.m. Also present were: Anthony L. Shoemaker Thomas A. Bustin Jeffrey E. Butler Jean Gansel Lucille Williams City Manager City Attorney Assistant City Manager Budget Director City Clerk The Mayor called the meeting to order, led the Pledge of Allegiance, and gave the invocation. The purpose of the meeting was far citizen comments on the proposed increased millage. The proposed ordinance will levy a millage rate of 6.218 mills, an increase of .686 mills over the 1978 tax levy. The proposed use of the tax levy is as follows: Debt Service on General Obligation Bond Operating Purposes . Road and Drainage Capital Improvements .657 4.561 1. 000 Virginia Custer of the Marine Science Center requested financial support in the amount of $20,000 annually until the project becomes self-sustaining. She requested the City maintain the grounds and provide water, sewer, and garbage pickup at no cost. Commissioner DeBlaker reported the lease reqUires the occupant take care of utilities. However, 8S it is a worthwhile project, she suggested the City Manager check the lease and provide information to the Commission at a fu- ture meeting. She also suggested the School Board be con- tacted for some type of joint project whereby the schools would use the Science Center. Cecelia Wieseman of Mission Hills Condominiums, Inc., spoke in opposition to any real estate tax increase and pre- sented a petition with 94 signatures. Shirley Hill of the Neighborly Center requested matching funds from the City in order for them to receive federal funds and maintain their level'of service. The ratio of matching funds is 9~to-l. They support a congregate dining program, "Meals on Wheels," and provide 3,100 meals a day. At that time, 50 or 60 organizations app.ared before the Commission requesting funds. It is a necessary program but needs con- trols. An attorney generalts opinion was that funds .ay not be donated unless the City has.. some control over the ex- penditures. Alan Hulshart requested clarification of the tax increase and what it would be used for. The City Manager reported it would be a tax increase for road and drainage projects and unless a tax increase is approved, services will have to be decreased. Mr. Hulshart maintained government should . cut back as a recession is imminent. He is opposed to constructing and paving streets as new subdivisions construct their own streets and he felt he should not be required to subsidize other area. He maintained property values and assessments will be increasing and the City will be receiving. additional funds. He requested the increase be put to a . referendum. Commissioner DeBlaker reported assessments are levied in the Spring so it would be the following budget. year before the City would be receiving additional funds in that area. The Mayor stated approximately $800,000 will probably be needed for a cost-of-living raise for City employees as the three union contracts have not been approved to date. Commissioner Tenney spoke in support of cutting the budget across-the-board by 5t for each department to eliminate waste and ineffiency. Nr. Hulshart then suggested hiring an efficiency expert. Discussion ensued on the second special meeting to be held September 27, 1979, at 6 p.m., for the second reading of Ordinance 12006. Commissioner Moore does not expect to be present for the meeting on the twenty-seventh, but as it is an advertised public hearing it will be held. The City Attorney presented Ordinance '2006 for first reading. Commissioner DeBlaker moved to amend Section 2 to read: "That of this 6.218 mills, it is hereby determined that a tax of .657 mills is necessary to raise said sums ap- propriated for debt service on general obligation bonds, a tax of 1.465 mills is necessary to raise said sums appropriated for general employees'pensions, a tax of .3 mill is necessary to raise said sums appropriated for firemen's pensions, a tax of 2.796 is necessary to raise said sums appropriated for operating purposes, and a tax of 1 mill is necessary to raise said sums appropriated for road and drainage capital imprvements.n ... which amendment includes a breakdown for pension funds not heretofore advertised. Commissioner Moore seconded the motion and requested that the amendment be published. Upon the vote being taken, Commissioners DeBlaker and Moore and the Mayor voted "Aye"; Commissioners Nunamaker and Tenney voted "Nay."
