05/30/1979 CITY COMMISSION MEETING May 30, 1979 The City Commission of the City of Clearwater met in special session at the City Hall, Wednesday, May 30, 1979, at 12 noon, with Ithe following members present: Charles F. Lecher William Nunamaker Karleen F. DeBlaker Richard E. Tenney Marvin Moore Mayor/Commissioner Vice-Mayor/Commissioner Commissioner Commissioner Commissioner Also present were: Jeffrey E. Butler Thomas A. Bustin Lucille Williams Acting City Manager City Attorney City Clerk The Mayor called the meeting to order and turned it over to the Acting City Manager. Mr. Butler read into the record his letter dated May 29, 1979, addressed to the Members of the City Commission of the City of Clerawater, Amended Notice of Special Meeting, called for Wednesday, May 30, 1979, at 12 noon, City Commission Chambers, third floor, City Hall, for the purpose of: 1. Receiving bids for the sale of $1,650,000 worth of General Obligation Storm Drainage Bonds; 2. To consider continuing the public hearing sched- uled for June 7, regarding Weeping Willow Bar; and 3. Consideration of retroactive approval for a tent permit for Chick Smith Ford in accordance with memorandum dated May 25, 1979, to the Commis- sion on the same subject. A Waiver of Notice of Meeting, signed by the Commis- sioners, was presented to the Clerk for the recordi. Mr. Butler reported ten bids had been received., The bids were opened and read into the record. Attached for the record is Comparative Bid form listing all bids. Commissioner DeBlaker moved to continue this item to later in the meeting while Donald Burke, the City's financial adviser, tabulated the bids. Commissioner Nunamaker seconded the motion which carried unanimously. Commission proceeded to'Item 2 on the agenda to consider continuing the public hearin scFeduled for June 7, 1979L re ar in Weeping Willow Bar, 00 Gulf-'to-Bay Boulevard- The Mayor reviewed the events to date. Commissioners commented on the number of phone calls they had received. In the interim, an agreement has been entered into- with the County, and-a professional report wall be rendered, The facility is currently being monitored. Discussion ensued on a continuance and the City Attorney reported a public hearing would relate only'to revocation of occupational licenses, the court would rule on the nuisance and noise of the establishment. The consensus of the Commission was to continue the pub- lic hearing for one month and the Acting City Manager was .instructed to notify the parties concerned of the Commission's intent. Item 3 - Consideration of retroactive approval for a tent permit or is Smith FOR. 914 Cleveland Street. Commissioner DeBlakex moved to approve the tent permit. Commissioner Nunamaker seconded the motion which carried unanim6usly. Commission recessed from 12:55 to 1:10 p.m., at which time Mr. Burke reported the true interest rates were correct and the low bidder was Arch W. Roberts & Co,, in the amount of $1,638,235.50. Commissioner Tenney moved to pass and adopt Resolution #79-47, awarding the bid to tho successful bidder, fixing the maturities, interest rates and rodemption provisions for the bonds, and to authorize the appropriate officials to execute same. Commissioner Nuanmaker seconded the motion. Upon roll call the vote was: "Ayes": DeBlaker, hlooro, Nunamaker, Tenney and LoCher, "Nays": Hone. The meeting adjourned at 1:15 p.m. 1 ?Vice-Ma7a?
