Commissioner Nunamaker moved to accept the Revised Consent
Agenda as presented, and to authorize the appropTiate officials
to execute same. Commissioner DeBlaker seconded the motion
which carried unanimously.
Eldrid e House Relocation. Continued
from
Staff recommends the house be relocated to a portion of
the former Seaboard Coast Line Railroad right-of-way which
fronts on Druid Road between South Fort Harrision and Myrtle
Avenues. .
Michael Tagarelli agreed to the site and will stipulate
that the house not be substantially altered to such an extent
or manner that it might lose its historical character or signi-
ficance.
The route for moving the house has not been determined as
the 50-foot width and height of the house pose difficult prob-
lems.
Several letters of objection have been received expres-
sing concerns for parking and traffic problems and the setbacks
of the hou~e. Attorneys repr~senting two citizens spoke in
opposition.

ITEM ff9 - Proposed County Bills.
a. Communit Affairs Bill on Annexation. (Con-

The City Manager reported the proposed legislation will
establish a local Annexation Commission, set forth operating
procedures and identify the process for review and referendum
for annexation requests.
Commissioner DeBlaker requested the legislation be made
more flexible to allow the Pinellas Planning Council to handle
annexations, instead of establishing another committee. Com-
missioner DeBlaker moved to pass and adopt Resolution #79-19,
approving the intent of the bill, and to authorize the appro-
riate officials to execute same. Commissioner Nunamaker seconded
the motion. Commissioner DeBlaker requested the City Manager
write a cover letter to be attached to the resolutionexpres-
ing specific concerns of Pinellas County. Upon roll call the

with the Clearwater Housing Authority providing for a grant
of Community Development Funds to the Authority for the pur.
chase of land for assisted elderly housing. Commissioner

ITEM NIl . Funding Request . Fun IN Sun.
An allocation of $12,500 for Fun IN Sun activities was
made in the 1978/79 budget but an additional allocation of
$2,500 is requested as the festival has expanded the number
of events under its sponsorship.
Commissioner DeB1aker moved that the City Manager have
the discretion to allocate up to $3,000 additional funds for
the Fun IN Sun Festival and to report back to the Commission.
Commissioner Nunamaker seconded the motion. John Wy1lys,
General Chairman, reported the increased activities create a
need for a contingency fund as there are many new programs
this year. Motion carried un~nimous1y.
Commission recessed for lunch at 11:45 a.m. and recon-
vened at 12:35 p.m.
Public Hearings
At the request of the Resource Development Committee
staff recommends continuance of this item until several prob-
lems can be resolved.
Commissioner DeBlaker moved to continue the petition for
annexation for Chateau Wood Land Trust until Harch 15, 1979,
at 12:30 p.m. Commissioner Nunamaker seconded the motion.

be razed.

cerns about additional traffic in ~he area, ingress and egress,
hours of the business, and the noise. A petition with 3S
signatures and a letter of opposition were read into the re-
cord.
Cecil Curtsinger, manager for the car wash, stated he
would plant a 6-foot hedge on the rear of the property to act
as a buffer.
Commissioner Nunamaker moved to uphold the decision of
the Board of Adjustment and Appeal on Zoning and to deny the
request to operate an automatic car wash as a special excep-
tion. Commissioner DeBlaker seconded the motion which car-
ried unanimously.

This sweeper is a replacement for a 1973 mechanical
sweeper used by the Public Service Department.
Commissioner DeBlaker moved upon the recommendation of
the City Manager to award contract to II.F. Mason and, Company
in the amount of $50,730.00 which is the lowest responsive
and responsible bid, and to authorize the appropriate officials
to execute said contract which shall be in accordance with
the plans, specifications and bid. Motion was seconded by
Commissioner Moore. Upon the vote being taken, Commissioners
DeBlaker and Moore and the Mayor voted "Aye"; Commissioner
Nunamaker voted "Nay." J.1otion carried.
ITEM #17 - Verbal Reports and Other Pending Matters~
The City Manager reported that PACT will be in need of
office space shortly and suggested the garage apartment at'
Haveh House be considered with a lease for their use. The
Florida Gulf Coast Symphony has requested joint use with PACT.
Commissioner DeBlaker requested additional information and if
a precedent had been set.
The Council of Mayors has undertaken a study relating to
double taxation for municipal services by the County and the
City. The cost is estimated to be approximately $8,000. '
Price Waterhouse is doing the study and the City will be reim-
bursed by the Council of Mayors.
The Cable Television Consultants will make a presentation
at 9:30 a.m., Friday, March 16, 1979.
There will be a meeting of library architects and staff
on Friday afternoon, March 2, 1979.
. Waiver of Sanitary Sewer Tap Fees - Tropic Hills Subdivi-
Slon.
The City has been mandated by the Department of Environ-
mental Regulation, to take over the sanitary sewer collection
system for approximately 200 homes in Tropic Hills and to
discontinue operation of the treatment plant.
The City plans a meeting Monday, Harch 5, 1979, with the
home owners to explain the advantages of annexing into the City.
The matter of tap fees concerns the property owners.
Commissioner Moore moved to waive the tap fees for the
property, owners of Tropic Hills Subdivision conditional upon
, the Subdivision annexing into the City and the owner of the

ing for the cost of connecting their sewer system to the City's

The City Attorney presented Ordinance #1888 for second
reading and stated he would read by title only unless there
was a request to read in its entirety. The ordinance was

Dorlores Donlon, owner of "The Unwinders Bar" on Cleveland
Street near Missouri Avenue, spoke in opposition to passage of
the ordinance. In rebuttal, Chief Daniels stated this type of
activity creates an atmosphere for corruption and recommended
the Commission pass,and adopt the ordinance.
Commissioner Nunamaker moved to pass and adopt Ordinance
H1888 on second and final reading and to authorize the appro-

New Chapter 24 Relating to Ut11ities System.
Commissioner DeBlaker noted inconsistencies between the
utility ordinance and the lot mowing ordinance on the height
of weeds. She also requested that when an ordinance is re-
drafted that a memorandum on the changes be attached.
Commissioner DeB1aker moved to continue this item to
