CITY COMMISSION SPECIAL MEETING October 31, 1978 ' " The City Commission of the City of Clearwater met in special session,at the City Hall Annex, Tuesday, October 31, 1978, at 9:30 a.m., with the following members present: *Charles F. Bustin Lucille Williams city Manager city Attorney City Clerk *Mayor LeCher arrived at 10:30 a.m. and left at 12:15 p.m. **Cornmissioner DeBlaker left at 10:50 and returned at 11:30 a.m. ','" ',', " The meeting was called to order in the Traffic Engineering Department to review the scope of responsibility of that depart- ment. Keith Crawford, Director, made the presentation. The Traffic Engineering Department is responsbi1e for the planning, geometric design and traffic operations of roads, streets and highways, their networks, terminals, abutting lands and relationships with other modes of transportation. The major service programs in the Traffic Engineering function include: Parking, Traffic Signs, street Marking, Special Projects and street Lighting, Traffic Signals, Service to Other Departments, and Administration. The parking meter service program provides revenue to the City and involves installation and maintenance of the meters. Preventive maintenance is practiced at the time cOllec- tions are made. Vandalism of the meters is not a problem. The Department converts meters to new time limits or new parking rates as required and bags meters for special functions. The traffic sign se~vice program involves the manufacture, installation and maintenance of approximately 12,000 signs, sets out barricades fo~ traffic control and makes the decals fo~ city vehicles. The street marking service consists of the initial painting and ongoing maintenance responsibility of center lines, parking lot stalls and street markers. The traffic signal service program includes the installa- tion of poles and equipment and repair of all signal lights, lamp replacement, field maintenance of ,controllers and signal revision are activities of this section 'which.also repairs , "damage caused by accidents and installs the computer equipment. , ' l ' It ' ,/on', tJ:le street. " The service to other department functions is handled by six employees whose primary responsibilities involves electri- cal maintenance of 32 water wells, 50 lift stations and 5 treatment plants for Water and Sewer Utilities. Installation and maintenance of lights at ball fields, swimming pools, tennis, basketball and horseshoe facilities and installation , and maintenance of sprinkler systems is done for the Parks and Recreation Department. Other departments throughout the City are serviced for electrical needs. Two additional personnel (1 senior electrician and 1 elec- trician) have been requested to keep pace with the increasing work load in this area. The administration service program encompasses the manage- ment'and direction of the Department to ensure the efficient discharge of the Traffic Engineering function. Projects in- cluded in this category are overhead signing, traffic counts, review and approval of parking lot plans and subdivision plats, curbs and sidewalks, the Safety Village project, pedestrian research, and checking accident reports for correction of inter- section design. Slides were shown of the various areas of responsibility of the Traffic Engineering Department. Discussion ensued on lengthening the time of walk lights and the need for an education program fo~ the citizens. The Commission expressed their appreciation for the tour, and the educational and informative session but requested that material for future department meetings be distributed at least a week before the meeting.
