The City Manager reparted revenue from Parkfing I.ot �6 has �
a downward trend dur�ng the paat three years and t4�e reimburse�
able rate is equitable. .,
Commissioner �rank reques�ed a yearly comparison over the
7ast three years of each individual lot in the Downtown area,
and Che maturity dates of the p�rking bonds and martgages.
Commissioner Martin moved ta approve the request,for the
inci�sion of parking Lo� #6 and that the City be reimbursed
at the rate of ��4b0 per month for this �ot by the merchants
through the Dawntown Dev��opment Board. Cammissioner Nunamaker

Resolution. Resolution �77-Z10.'
1'his resalution cails �tpon the Administart�on and Cangress
�o �edress the imba�ance between domestic expenditures and �x-
penditur�s tor the Pentagon and fareign aid,
7�e American Friends Service Commit�ee and other Pinellas
County groups are concerned and request the Gammissian formally
support a�uly, 1976, Unitied States Conference of Mayors' Reso-
lutfor� calling for a reordering af Federal priorities.
7he City Manager reported receipt of a let�er frQm Mrs.
Katherine Griffith, Cha�rman of ihe Comm�nity Relations Baard,
which was read in�o the record, approving the resolut�on.
Lynn Henderson, Staff Director of AFSC, spoke in support af
the reques�.
Aria Ga�es spoke �n opposition to the resol�tian and
01ivia Beyland, in support.
Cammissioners DeBlaker and 1�artin expressed concern �hat
the resolution would be used to labby far specific legislation.

designated RS-6Q {single family distr�ct). A community imQact
sta�ement was subm�tted ar�d approved by the Resource Develap-
ment Committee. A City staff error allowed the developer to
proceed and the s�reets have been constructed.
Cammiss�oner Frank moved to approve �he Preliminary Sub-�

Tl�e City Mananger r�ported five I�tte�^s of approval of the
rezoning were r�ce�ived and a r�solu�ion in support from the
Suncoast Sierra C1uh, which were prQsented ta the C�erk for �he
record.
Two Ye�ters of objection were received for the record from
Dennis P. Thompson representing United States Steel Corporation.
The Plann-�ng Director gave an overv�tew and history af Sand
Key. He stated the City Commissian, by dir�ctive in June o�
1974, directed the Planning Director to access and downzone
properties with�n 500 feet of �he water, said zoning to comp�y
with the Comprehensive Land Use Plan, County Plan, and good
;�ractices far zoning 7and in accordance w�th its actual usage.
H� reviewed each p�ece of property and �xplained how it was re-
zaned ta actua3 use and plan.

starting point for an even�uai comprehensive water qual�ty

will be made direc�tly �o the C.H.A. and secured hy Autharity ,
nate. The loan proceeds will be used to pay tihe casts v€ pre�
liminary surveys and planning ta prepare a development program.
