Keith Crawford, Traffic Enginee~ discussed traffic flow in the various areas aud reported the Hunt Site is the most acces.ible. A number of citizens discussed the various sites and re- quested information. The City Manager reported the assessed valuation, on the Annex area is 1.68~million dollars, which yields approximately $5.700 in tax revenue to the City. (Block A, Coachman Heights Subdivision). A feasibility report on the Winn-Dixie site for a library had been prepared. Commissioner Nunamaker discussed the new Dunedin Library which is located in a former grocery store in a small shopping center. The interior is attractive, access and parking are good and the one-level reduced supervision problems. The Winn-Dixie site would be available for $450,000 and consists of 5 acres. The bUilding is 24 years old and esti~ mated costs for renovations and an addition were $1-million, making an approximate total cost of $1~-m11Iion. Commissioner Martin moved to accept the feasibility re- port and requested a staff recommendation of future need. Commissioner Frank seconded the motion which carried unani- mously. Parks Duncan. President of the Chamber of Commerce, com- mended tbe Commission for making a decision on the civic site and stated they were also in favor of a new library and branch. ,.' ~. . ITEM 110 - Preparations for' General Obligation Bond Issue. , Commissioner Martin moved to authorize the City Clerk to p~epare for the referendum on July 12, 1977; and to.retain ~he' , law firm of Freeman, Richardson, Watson. COg- ais8ioner Nunaaaker seconded the motion which carried unanimously. The City Co..ission returned to "City Manager Reports." ITEK III - Proposed City Dredging Operatious. A staff report .potlights a need to aove large amounts of subaqueous aaterial. Dredging is the aost econoaical method and Clearwater Pass, Dunedin Pass, Seminole Boat Launching Ramp, and the Clearwater Harina are areas that need accumulated material removed. A dredge is needed,and the, dredging operations policy should include priority assign.ents on the prob1eas and direction to the staff on implementation and funding. The City Hanager reported the Pinellas County Adminis- trator had indicated the County would contribute $75,000 toward a dredging operation. Andy Nicholson. Engineering Department, reported consid- erable savings to the City if the dredge is purchased (over a contractor's charges). The sand could be used to build up Clearwater's beaches &nd it could also be 801d to other beach area 8. Commissioner Hartin moved to receive the report and that the City dredge be included in the next budget and Staff to return with a recommend.tion of priorities. Commissioner Nunamaker seconded the motion. George Tice suggested Dunedin Pas. be included in the list of priorities. Upon the vote being taken. motion carried unanimously.
