04/11/19771 CITY COMMISSION MZETING April 11, 1977 •r r =1 The City Commission of the City of Clearwater met in special session at the City Hall,,Thursday, April 11, 1977, at 2 p.m., with the following members present: Gabriel Casares Karleen F. DeBlaker Darwin S. Frank Karen Martin William Nunamaker Also present were: Picot B. Floyd Thomas A. Bustin Cecil Henderson Major McClamma Mayor-Commissioner Commissioner Commissioner Commissioner Commissioner City Manager City Attorney Assistant City Engineer Representing Police Chief The Mayor called the meeting to order and turned it over to the City Manager who read into the record a Special Meet- ing Notice dated April S, 1977. Judge Charles M. Phillips, Jr., a native of Clearwater, reminisced and discussed the growth of the City in the past years. He stated the proposal to be presented was William Blackburn's concept which had been developed with the help of others. There are two parts: (1) a package of options which he had negotiated with the various property owners, and (2) discounts from builders and construction companies on materials to be used in the construction of a civic center and library. If the City purchases the core area for the civic center and library, then the impact area will be improved by private capital and the City will benefit through an increased tax base. Downtown Clearwater will not be improved unless the City takes the initiative. He stated he was not in favor of financing by a general obligation bond issue as it is a costly method, not flexible, and difficult to predict accurately what will happen between the passage of the referendum and the actual beginning of construction. However, he did suggest a revenue certificate issue to consist of three stages, (1) acquisition, (2) site preparation, and (3) construction. The revenue bonds for acquisition would be short-term bonds. The second stage of site preparation could be budgeted from General Funds and when construction starts, a long-term issue floated to absorb the short--term issue and at that time the City would have one bond issue to market. He urged the Commission to accept the proposal and ex- pressed his appreciation to the property owners who had been most receptive to the proposal. Eddie Mayhew and William Blackburn addressed the Commis- sion. Mr. Mayhew read into the record letters from U.S. Home, Tack and Warren, and D.P.I., volunteering construction mate- at cost. The new site would cost approximately $505,000, a net figure, and would give a fantastic, unobstructed view of Clearwater Bay and Beach. He presented a packet of aerial color photos of the various sections of the City involved in this proposal. His position was it would be costly to rehabilitate the old library, and cheaper to tear it down and build a new building. The old building could be used while the new library is being constructed, and then removed. There would be no disruption of service to the community if this proposal is accepted. Mr. Mayhew estimated a savings of $739,500 on the cost of the civic center taking into consideration the discounts on construction materials. The approximate cost of the land for the civic center is estimated to be $2,260,000 and build- ing coats $4,500,000, a total of $6,760,000. Mr. Blackburn outlined the property for the civic center as Cleveland Street on the north, the old railroad bed on the east, Pierce Street on the south, and Fort Harrison Avenue on the west. There are approximately 84 acres under option. Already provided are 2,500 parking spaces within walking dis- tance and a good traffic flow around the area is assured. The options were obtained in January and later, and run for six months. At the end of the six months period a 10% down payment would extend the options for six more months and there are no long leases involved. All of the property in the prescribed area is available with the exception of that portion at the corner of Park and North Fort Harrison where the First Federal Savings and Loan Association has their drive-in. However, a letter from First Federal was read in- to the record offering their parking spaces to the public after banking hours. Mr. Blackburn offered the options to the City for three new U.S. one dollar bills. In summary, Mr. Mayhew stated the land assembly has been done for the City at a cost of three dollars, the interest rate is the lowest in years, the land costs have been estab- lished within the budget, the options expire in a short peri- od of time, and there are no long-term leases. A civic center will attract new business investments, increase the tax base, increase employment and reduce unemployment, and' adequate parking is available. The Mayor stated for the record that the Commission had not received a formal presentation in writing. In response to Commission query, Mr. Blackburn stated the options run from July to September, and he preferred the Commission accept both sites rather than one or the other. He estimated the cost for the demolition of the present buildings at approxi- mately $250,000 and was agreeable to drawing a written pro- posal. Commissioner Nunamaker moved that the City of Clearwater accept the options tendered by Mr. Blackburn and Judge Phillips with the following understanding and limitations: 1. Commissioner Frank seconded the motion. Commission discussed the options and the presentation and the City Attorney stated the Special Meeting Notice con- forms with the current charter requirement and it would be consistent for the Commission to act on the proposal as pre- sented today, to the extent of either accepting or rejecting the options. Upon the vote being taken, Commissioners Nunamaker, Martin and Frank and the Mayor voted "Aye";-Commissioner DeBlaker voted "Nay." Motion carried. Each of the Commissioners signed the three one dollar bills which the Mayor presented to William Blackburn.
