The City Manager summarized the bidding on the above
items and recommonded awards as indicated. Commieaioner
Prank moved upon the recommendation of the City Manager that
contracts for the above items be awarded to the bidders in
the amounts indicated above, which are the 10weat and beet
responsible bida, and that the appropriate officials of the
City be authorized to execute said contracts which shall be
in accordance with the plans, specifications and bids.
Motion vas seconded by Commissioner DeB1aker aud carried
unanimously.
22e. Belcher Road Utility Relocation Contract.
Max Battle, City Engineer, made a presentation concern-
ing the tvo lowest bid8 for this contract, Edco Construction,
$14,465.80, and W. L. Cobb Construction, $79,227.00 and
stated both contractors can physically do the work and are
qualified. The relocation of utilities along and across
Belcher Road, from Sunset Point Road to Northeast Coachman
Road must be made during the progress of the construction by
the County's priae contractor, W. L. Cobb Construction Com-
pany. The County ia paying an additional $12,000.00 to espe-
dite this project by an additional 60 days.
The City's project will relocate or reconstuet water
main and cast iron pipe with necessary appurtenances and co-
ordination of tbe activities occuring during construction will
be very critical. He sUBgested the Commission consider all
the fact. to determine which of tbe two lowest bids i8 in
fact the mwest and best bid. Considerable diocussion ensued
and the City Attorney 8tated the lowest bid moneywiae might
not be the lowest and best bid and the ComQisaion should use
their discretion. .
The City Engineer was anked to contact the low bidder,
Edco Construction and to ask if they had any reservations
about completing the contract in the time frame allowed.
Commissioner DeBlaker moved to continue Item '22e to
later in the neeting. Commissioner Martin seconded the motion.
Upon the vote beins taken, Commissioners DeBlaker, and Martin
and the Acting Mayor voted "Aye." Commissioner Prank voted
"Hay." Motion carried.
ITEM 123 - Other Engineering Matters.
The City Engineer reported a letter from Briley, Wild &
A..ociatea about the test borings at the Hortheaat Wastewater
Treat.ent Plant and that a portion of the structure vi11 have
to be put on pilings at a coot of approsi.ately $5,000.
Com.fastoner Frank moved to authorizm an engineering
order.bich vill be incorporated in a chanse order to'cover
