CITY COMMISSION MEETING
January 10, 1977
The City Commission of the City of Clearwater met in
special session at the City Hall, Monday, January 10, 1977,
at 9:30 a.m., with the following members present:
Gabriel Casares Mayor-Commissioner
Karleen F..DeBlaker Commissioner
Karen Martin Commissioner
Darwin S. Frank Commissioner
Absent:
Joseph Carwise Commissioner
Also present were:
Picot B. Floyd City Manager
Thomas A. Bustin City Attorney
Max Battle City Engineer
Frank Daniels Police Chief
The Mayor called the meeting to order. The City Manager
read the Notice of Special Meeting, dated January 7, 1977,
into the record. The purpose of the meeting is to consider
the language of the referendum question relative to Ordinance
/1648. The City Manager reported the Commission had decided
to put the question on the ballot in two sections and at the
meeting of January 6, 1977, approved Question A. He at this
time suggested they rescind their prior motion and add the
words "certain provisions" after "be further amended by."
Commissioner Frank moved to rescind the prior action of
approving Question A for the referendum ballot. Commissioner
DeBlaker seconded the motion which carried unanimously.
Commissioner Martin moved that the following language
for Question A be approved: "Shall Chapter 23214, Special
Laws of Florida, 1945, as amended, be further amended by cer-
tain provisions of Ordinance No. 1648 to provide a pension
system for municipal employees dealing with the following:
vesting of employee pension rights; total return of employee
pension contributions; pension benefits for the children of
deceased employees; pension benefit requirements; trustees
to administer pension plan; broadening investment authority
of trustees; an employee pension advisory committee; and a
referendum requirement on all future changes beyond Ordinance
No. 16487" Commissioner Frank seconded the motion which car-
ried unanimously.
Commissioner Martin moved that the following language
for Question B. be approved: "Shall Chapter 23214, Special
Laws of Florida, 1945, as amended, be further amended by cer-
tain provisions of Ordinance No. 1648 to provide increased
pension benefits for municipal employees by increasing em-
ployee contributions from 6 percent to 8 percent of salary;
increasing the municipality's contribution; and providing
for an increase-in the pension benefit formula from 2 percent
to 2.5 percent times the number of years served?"

Commissioner Frank seconded the notion, and requested
Staff prepare a graphic explanation for the Commission to
present to the public.
Commission discussed dissemination of information. A
:lumber of citizens have offered to help distribute the in-
formation and there have also been requests for speakers at
meetings to answer questions. Motion 'carried.unanimously.
Betty Ward, Chairman of the Pension Advisory Committee,
thanked the Commission and stated the Committee would help-
in the answering of questions.
