(City) Gunn Avenue is a Ahort otreet,which ends in Q cul-de-sac near privately owned Lake Stnrcrest and will probably never be extended to the north. This portion of unpaved right-of- way is maintained by the adjoining property owners. Variouo departments of the City Itave reviewed the requeot and only recommend the City maintain acceas to the lake and control the plnntings. There were no objections. The Acting City Engineer atated advantages to the City are; placing this property on the tax roll, and no mainten- ance from the City forces os the property owners will continue to maintain the property. Commissioner Carwise moved that the request for vacation of the north 70 ft. of Gunn Avenue be approved but retain full width as a right-of-way easement with City control over the plantings in this area and that the City Attorney prepare a resolution for Commission approval to be brought back as soon as possible. Commissioner Denlaker seconded the motion. Upon the vote being taken. Commissioners DeBlaker, Carwise, Frank and the Mayor voted ItAye"; Commissioner Hartin voted "Nay." Motion carried. ITEM 09 - A Public Hearing on Rezoning of Sand Key Pro- perties in Sections 17, 19. 20 and 30-29-15, from CG (General Business) to CTF (Commercial Tourist Facilities. - (City Ap- plication) Paul Bergmann, Planning Director, presented a series of graphics and gave a brief history of Sand Key zoning. Prior to 1972 it was zoned businea8 and then rezoned to CG with the density for apartments 34 and motels 51 units per acre. Re- zoning in 1975 placed a 28 cap limit, and a motel density of 1 1/2 times 28. The proposed zoning will reduce the estimated population by approximately 4,000. The planned proposal is the result of City Commission direction to examine properties that are not zoned commensurate with actual or probable use with consideration given to the developed and the undeveloped property. The Commission wss presented with copies of a letter dated 6/17/76 from Uennia Thompson, attorney for U.S. Steel Corporation, stating "U.S. Steel Corp. intends to take Buch stepa as may be necesBaryto conteGt any rezoning of its prop- erty'. n Mr. Bergmann stated they recognized the established and planned tourist facilities at the north end'as they relate to CTF zoning and the pUblic beach development, the ~otel/ motel recreational demands at the south end of Sand Key and similar uses in Belleair Beach, with the balance of the west side of ~and Key to be rezoned RM-28 (high density, multi- family). A brochure that has been developed for commercial activity on a small portion of the east side was shown to the commissioners with RM-l6 (medium density, multi-family) zon- .;. The City Commission had directed Stoff to ronegotiate the option to purchase the "unt/Shingler property for the proposed civic center/auditorium. The conditions of tho proposed option agreement have boen changed. Thore will be an increase in the purchase price to $1,496,000. The term of option is increased to nine (9) mont~a, and the $25,000 would be ~pplied to the purchase price but not refundable if the option is not exerciaed. Assistant City Manager Tony Shoemaker reported discus- sion with the Library Director, Elliott Hardaway, who did not feel the Library Board favored the use of that property for a main building-~pos8ib1y a branch facility--and did not think it would be compatible with a recreation area. However, it would be satisfactory in connection with a civic/center. A memo from Eddie Moore, Parks and Recreation Director, stated we have fallen behind the national average standard of one acre of open space for each 100 residents, and he and the Parks and Recreation Board feel Clearwater needs more recrea~ tional facilities and favor purchnning more recreational area but not neccssarily this property. ~ :, . Commissioner Carwise moved to approve the option of $25,000. Commissioner DeBlaker seconded the motion. Upon the vote being taken, Commissioners DeBlaker and Carwise voted "Aye"; Commissioners Hartin and Frank and the Mayor voted "Nay." Motion failed to carry. ITEll fl18 - Downtown People Mover Status Report. The City Manager reported that his proposal for a Down- town Clearwater people mover was progressing rapidly and there 1s a deadline for the proposal to be submitted by June 30. 1976. Tampa Bay Area Rapid Transit and the Department of Tranaportation and the Pine lias Planning Council have endor- sed it. The proposal for a people mover will be on the aRenda of the special meeting to be held June 24, 1976. for the City Commission's approvel. If the proposal is accepted, then an application will be submitted. ITEM 019 - Requests for Occupational Licenses: a. Vacuum Cleaner Shop - J. Valone.
