To includo rosolutions ond contracts to require the
affirmativ~ vote of the majority of the members of the
council.
10. Page 13. Section 3.01 - City Manager - (b) Removal-
Appointment and removal should be by the same number of
cONmission members.
11. Page 16, Section 4.01 - City Clerk - (e) - Delete require-
ment for City Clerk to attend all meetings--a Deputy
Clerk could perform the clerical function.
12. Page 11, Section 4.04 - City Attorney, Appointment,
Qualifications and Duti~s (a) The requirement is to
have enRaged in the practice of general civil law in
the State of Florida for at least five (5) years prior
to his appointment.
13. Page 29. Article VI Property Management - To be
extremely restrictive of sales of waterfront property.
14. Page 17, Section 4.03 - Legal Department, Establishment
and Composition - To correct the wording that the
secretarial, stenographic and clerical personnel report
to the City Manager, so that they may be included under
Civil Service.
15. Poge 29, Section 6.01 - Disposition or Leasing of City
Owned Property - To be consistent in the use of the
words IIrea1 property" in all caGes 1:atber than just
"property." In Paragraphs 1, 2, and J insert the word
Ureal" before the nord "property."
16. Page 42, Article IX - General Provisions - Section 9.91
Charter Amendment - Paragraph (n) to include "if done
at special election, the amendment should require the
affirmative vote of 25% of the total number of registered
voters voting in the last 1:egular election.11 It should
be consistent to require the same number of sicnatures
as arc required" for a petition to place an amendment on
the ballot.
17. Page 26, Section 5.13 - Borrowing. - Revenue and General
,Ob1i_ation Bonds should both go to referendum.
Talmadge Rutledge suggested consideration be given to a,
change in the Mode of government as the present form does
not serve the citizens well.
The City Commission will further study the Charter and
submit their recommendations and anotl1er public hearing will
be held.
The meeting was adjourned at 8 p.m.
